Social and Environmental Rating Substantial<br />

Description:<br />

Social: <strong>LGED</strong> has experience in dealing with<br />

land acquisition and resettlement with similar<br />

projects including RTIP-I. However, this has<br />

included a number of difficulties in the<br />

valuation of acquired structures, delays in<br />

payments and disputes on acquired land during<br />

RTIP-I implementation.<br />

Lack of precise assessment of land acquisition<br />

and resettlement impacts creates difficulty in<br />

implementation of resettlement plans and<br />

aggrieve the affected persons. <strong>LGED</strong> has the<br />

experience of dealing with land acquisition and<br />

resettlement in similar other projects including<br />

RTIP-I, yet it has experienced a number of<br />

difficulties including valuation of acquired<br />

structures, delay in payment and disputes on<br />

acquired land during RTIP-I implementation.<br />

Project components foreseen to not require land<br />

acquisition and resettlement may need<br />

additional private lands during implementation.<br />

Delays in implementation of resettlement action<br />

plans hamper project execution.<br />

Environmental: Despite <strong>LGED</strong>'s previous<br />

satisfactory performance to date on<br />

implementation of environmental action plans,<br />

<strong>LGED</strong>'s does not have adequate capacity to<br />

implement environmental management plans<br />

under RTIP-2.<br />

Delay in the effective implementation of<br />

resettlement action plan jeopardizes project<br />

completion. Implementation of resettlement<br />

action plan under RTIP1 has been marginally<br />
