Purpose:<br />

It is the policy of the College Station Fire Department that all personnel expected to function in areas of<br />

atmospheric contamination shall be equipped with self-contained breathing apparatus (S.C.B.A.) and trained<br />

in the proper use and maintenance of SCBA equipment. The intent of this S.C.B.A. policy is to avoid any<br />

respiratory contact with products of combustion, superheated gases, toxic products or other hazardous<br />

contaminants.<br />

PASS Device:<br />

In every situation where SCBA usage is required or recommended a PASS device shall also be worn, turned<br />

on, and in proper <strong>operating</strong> condition. Throughout this document every time SCBA is mentioned it also<br />

includes the use of a PASS device.<br />

Two in Two Out:<br />

Anytime <strong>department</strong> personnel are <strong>operating</strong> in an IDLH atmosphere or area that could possibly become an<br />

IDLH atmosphere SCBAs will be used and the <strong>department</strong> will put the Two in Two Out rule into effect. The<br />

Two in Two Out rule means that personnel will always work in pairs when in an IDLH area. The members of<br />

the crew will remain within voice contact of each other and operate as a team. Two additional <strong>department</strong><br />

members will serve as the two out crew. The two out crew will be dressed in the same level of PPE as the<br />

two interior members. The Two out team will be in full PPE including an SCBA and will be ready to respond<br />

to help the two in crew at a moment’s notice. The two out crew functions as a safety and recovery team for<br />

the members functioning in the interior in case they encounter an emergency. The two out crew is to be<br />

used solely for the rescue of <strong>fire</strong> personnel.<br />

Responsibility:<br />

Company officers shall assign a specific S.C.B.A. to each crewmember. Each crewmember will be<br />

responsible for the proper use and function of that S.C.B.A.<br />

If a S.C.B.A. is found to be functioning improperly, it shall be taken out of service, tagged, reported, and<br />

replaced immediately. Replacement S.C.B.A.s shall be obtained from MASK REPAIR area or from another<br />

source as designated by the Shift Officer. (See SCBA daily check policy for malfunctioning SCBA)<br />

The use of breathing apparatus means that all personnel shall have face pieces in place, breathing air from<br />

the supply provided. Where appropriate, Airline-Supplied Breathing Apparatus may be used in place of<br />

S.C.B.A.<br />

All personnel shall use self-Contained Breathing Apparatus when <strong>operating</strong>:<br />

♦ In a contaminated atmosphere<br />

♦ In an atmosphere which may suddenly become contaminated<br />

♦ In an atmosphere which is oxygen deficient<br />

♦ In an atmosphere which is suspected of being contaminated or oxygen deficient<br />
