How people participate in development programs and projects<br />

Passive participation<br />

as consultants<br />

Participation in<br />

decision-making<br />

People participate by being told what is going to happen or has already<br />

happened. They receive benefits (they are “beneficiaries”). They participate<br />

only as long as benefits are available. Project management does not consult<br />

them. Information-sharing only takes place among development<br />

pr<strong>of</strong>essionals.<br />

People participate by contributing information, resources, or their labour to<br />

the project. The people have little role, if any, in designing the project.<br />

People are consulted about problems and opportunities in the area, and<br />

about the project design. Development pr<strong>of</strong>essionals make the decisions<br />

about the design.<br />

People participate by forming groups to carry out the activities <strong>of</strong> the project<br />

or program. They are not involved in overall decision-making. The groups<br />

tend to be dependent on development pr<strong>of</strong>essionals to initiate them or<br />

facilitate them; they are not self-sustaining in the long-term.<br />

People are actively participating in analysis and planning along with<br />

development pr<strong>of</strong>essionals. They are involved in local decision-making. New<br />

institutions are formed, or existing ones are strengthened. People have a<br />

stake in maintaining these structures and practices.<br />

People participate by undertaking initiatives independent <strong>of</strong> external<br />

institutions. They may enlist the assistance <strong>of</strong> development pr<strong>of</strong>essionals,<br />

but they remain in control <strong>of</strong> the process.<br />
