I. SUMMARY<strong>Management</strong> <strong>Plan</strong> and mitigation measures included in this EIR would reduce these potentialimpacts to a less than significant level.Aesthetics. Installation of new <strong>Watershed</strong> facilities would constitute a potentially significantaesthetic change, with the degree of aesthetic change dependent on project-specific details to bedetermined at the time the projects are proposed. The aesthetic change would be significant if thesite selection, facility scale, and facility design caused substantial degradation of the scenicquality of the <strong>Watershed</strong> from public areas. Furthermore, if lighting associated with a facilitycreated substantial glare, the aesthetic impact would be significant. In addition, vegetationclearing activities could result in aesthetic effects depending on the size and location of thedisturbed area. <strong>Management</strong> actions included in the <strong>Management</strong> <strong>Plan</strong> would reduce thesepotential impacts to a less than significant level.Noise. Many of the facilities proposed under the <strong>Management</strong> <strong>Plan</strong> are to be located in the SunolValley area, or at locations that are not specified. If the facilities are located in proximity tosensitive receptors in the Town of Sunol, construction of the facilities could result in a significantnoise impact. Depending on their location, construction activities could substantially increasenoise levels at any nearby sensitive receptors, or could adversely affect the use and enjoyment ofnearby recreation areas. <strong>Management</strong> actions included in the <strong>Management</strong> <strong>Plan</strong> and mitigationmeasures included in this EIR would reduce these potential impacts to a less than significantlevel.Hazardous Materials and Hazardous Waste. Construction of the facilities proposed under the<strong>Management</strong> <strong>Plan</strong> would require the excavation and disturbance of soils and groundwater thatmay be contaminated. Dewatering of contaminated groundwater from trenches and otherexcavations could expose individuals and the environment to hazardous levels of contaminants.Similarly, body contact with contaminated soil or groundwater could lead to inadvertent exposureto contaminated materials. Furthermore, dust composed of contaminated soil particles could beinhaled. Expansion of the Sunol Valley Golf Course would increase the use of hazardousmaterials within the <strong>Watershed</strong> and would increase the risk of hazardous materials release. Otherfacilities proposed under the <strong>Management</strong> <strong>Plan</strong> are not likely to involve the use or storage ofsignificant amounts of hazardous materials. <strong>Management</strong> actions included in the <strong>Management</strong><strong>Plan</strong> and a mitigation measure included in this EIR would reduce these potential impacts to a lessthan significant level.Other Topics. Operations, maintenance, and construction activities would not have a significantimpact on land use, public services and utilities, or energy resources.C. MITIGATION MEASURESChapter IV, Mitigation Measures, proposes mitigation measures for the potentially significantenvironmental impacts discussed in Chapter III of this EIR.
