III. ENVIRONMENTAL SETTING AND IMPACTSN. ENERGYEnergy ImpactsConstruction and operation of new facilities or new or modified activities under the <strong>Management</strong><strong>Plan</strong> would not consume substantial amounts of finite natural resources or require significantupgrade to PG&E facilities on the <strong>Watershed</strong>. Energy consumption for construction of newfacilities would be a one-time impact and would not be an ongoing drain on finite energyresources. Construction energy consumption would primarily be in the form of fuel and wouldnot significantly affect PG&E or Hetch Hetchy Water and Power energy resources. Operation of<strong>Management</strong> <strong>Plan</strong> facilities would increase the overall amount of energy consumed in the<strong>Watershed</strong>. Energy consumption would consist of electricity to operate new <strong>Watershed</strong> facilitiesand fuel associated with increased vehicular trips to the <strong>Watershed</strong> for recreation, education, andemployment purposes. These uses would not be considered wasteful and would not consumesubstantial amounts of finite energy resources or require substantial upgrades to PG&E or HetchHetchy Water and Power facilities in the <strong>Watershed</strong>.
