III. ENVIRONMENTAL SETTING AND IMPACTSB. LAND USE<strong>Alameda</strong> Creek as a conveyance, and has junior water rights to the creek. Potential water qualityimpacts to the creek as a consequence of fertilizers and pesticides used by these nurseries are ofconcern to both <strong>SFPUC</strong> and ACWD. The <strong>Alameda</strong> <strong>Watershed</strong> <strong>Management</strong> <strong>Plan</strong> would requirethat nurseries establish greater setbacks from <strong>Alameda</strong> Creek.1.5 INCOMPATIBLE AND PROHIBITED USESThe <strong>Alameda</strong> <strong>Watershed</strong> <strong>Management</strong> <strong>Plan</strong> designates a number of potential uses to be inconflict with one or more of the <strong>Watershed</strong> goals and policies. In addition, a number of existingregulations prohibit various activities on the <strong>Watershed</strong>. These include regulations set forth bythe <strong>SFPUC</strong>, state codes, the Public Resources Code, and regulatory agencies such as theCalifornia Department of Fish and Game and California Department of Forestry. Incompatibleand prohibited uses within the <strong>Watershed</strong> include the following:! Unauthorized boating on existing reservoirs;! Campgrounds;! Camping;! Unauthorized motorized vehicles;! Water activities in existing reservoirs;! Shooting ranges;! Hang gliding;! Off-trail use;! Off-road use;! Dogs (except guide-dogs);! Unauthorized removal of <strong>Watershed</strong> resources (plant materials, firewood, culturalresources);! Release of domestic animals;! Smoking;! Littering;! Alcohol;! Unauthorized fires; and! Hunting (except to control pest species and feral animals).In addition, existing regulations imposed by other agencies would also remain in force and areincorporated into the <strong>Alameda</strong> <strong>Watershed</strong> <strong>Management</strong> <strong>Plan</strong>.2.0 IMPACTS2.1 SIGNIFICANCE CRITERIAThe City has not formally adopted significance standards for land use impacts, but it generallyconsiders that the implementation of the <strong>Management</strong> <strong>Plan</strong> would have a significant effect onland use if it were to:! substantially disrupt or divide the physical arrangement of an established community;! substantially conflict with established recreational, educational, religious, or scientificuses; orNOP 96.223E: <strong>Alameda</strong> <strong>Watershed</strong> <strong>Management</strong> <strong>Plan</strong> III.B-9 ESA / 930385January <strong>2001</strong>
