The City has not formally adopted significance standards for trafficcirculation impacts, but it generally considers that implementation of the <strong>Alameda</strong> <strong>Watershed</strong><strong>Management</strong> <strong>Plan</strong> would have a significant effect on traffic circulation if it were to:! cause an increase in traffic that is substantial in relation to existing traffic load and capacityof the street system (as defined by local government plans and policies); or! interfere with the existing transportation network, causing substantial alterations tocirculation patterns or major traffic hazards.Parking. The City has not formally adopted significance standards for parking impacts, but itgenerally considers that implementation of the <strong>Management</strong> <strong>Plan</strong> could have a significant effect ifit were to:! result in a substantial, unmet parking demand that leads to hazardous pedestrian and trafficconditions.Pedestrian and Bicycle Safety. The City has not formally adopted significance standards forimpacts related to pedestrian and bicycle safety, but it generally considers that implementation ofthe <strong>Management</strong> <strong>Plan</strong> could have a significant effect if it were to:! result in a substantial hazard to pedestrians or bicyclists; or! substantially constrain or discourage access to the <strong>Watershed</strong>.2.2 PROGRAM-LEVEL IMPACTSThis section discusses the potential impacts of implementation of the management actions in the<strong>Management</strong> <strong>Plan</strong> on transportation and access, including development of Sunol Valleyrecreational facilities and other <strong>Management</strong> <strong>Plan</strong> traffic and access impacts.Development of Sunol Valley Recreational FacilitiesImplementation of Action pub4 would establish a <strong>Watershed</strong> Visitor Education Center at theexisting Sunol maintenance facility, and Action sun14 would establish a public recreation areaaround the Sunol Water Temple that would include an interpretive center, picnic and day-usearea, events area with a small amphitheater, trail connections, and other public recreationopportunities. Both of these areas are located in the Sunol Valley north of I-680.South of the I-680 area, Action sun19 would establish a small commercial site near theintersection of I-680 and SR 84; Action sun20 would establish an overnight nature study area toprovide educational programs for school children; and Action sun21 would establish trailNOP 96.223E: <strong>Alameda</strong> <strong>Watershed</strong> <strong>Management</strong> <strong>Plan</strong> III.J-2 ESA / 930385January <strong>2001</strong>
