In addition, Cultural Resources Policies 1 through 9 aim to protect and preservehistoric structures and features and require consultation with Native American organizations,monitoring of known cultural resource sites, identification of potential adverse impacts tocultural resources to be caused by future projects, and enhancing knowledge of existing culturalresources within the Watershed.Implementation of these actions, as described above and in Section IV.H, would reduce thepotential impacts to cultural resources from operations, maintenance, and construction activities.However, the Management Plan does not contain policies or management actions specificallyprohibiting demolition or inappropriate alteration of historic resources. Therefore, it is possiblethat such activities could occur, which would constitute a significant effect. Section IV.H.2.0proposes mitigation that would avoid this potentially significant effect. The impact of day-to-daymanagement activities that implement the Management Plan are analyzed in this EIR andgenerally would not be subject to further environmental review. No unavoidable significantprogram-level cultural resources impacts related to operations, maintenance, and constructionactivities have been identified in this EIR. However, the San Francisco Planning Departmentwould require examination of many specific management actions proposed in the ManagementPlan at the time they are proposed for implementation to determine if further environmentalreview at a more detailed project-specific and site-specific level were necessary. Table II-1identifies the specific management actions that are likely to require such study.Changes to Gravel Mining OperationsThe portion of the Sunol Valley used for gravel mining has been identified as a zone of culturalresource sensitivity due to its long history of occupation through many stages of Californiahistory. In addition, the Management Plan identifies the compatibility of the Sunol Valleyquarries and cultural resources as a management issue. Implementation of the Sunol ValleyResources Management Element of the Management Plan would result in the continuation ofexisting mining activities in the Sunol Valley and allow for development of water storagereservoirs at the quarries following completion of mining. Gravel mining and development offuture water storage reservoirs and associated facilities could potentially affect both known andcurrently unknown cultural resources in this area during mining or construction activities thatinvolve surface disturbance, and through vandalism or inadvertent damage (i.e., flooding) duringfacility use. As an example, the Sunol Water Temple, an identified cultural resource listed onthe California Inventory of Historic Places, could be significantly degraded by proposed nearbymining activities north of I-680.• As described earlier in this document, actions proposed in the Alameda Watershed ManagementPlan for mining north of I-680 would take place substantially in accordance with limits andmitigations set forth in the conditions of approval for Alameda County’s SMP-32. TheManagement Plan incorporates SMP-32 conditions of approval and proposes modification in thetiming and sequencing of mining (shortening the completion date for water storage pits) andmining reclamation. These modifications may require amendment of the existing permit butwould not bring about any new cultural resources impacts beyond those disclosed in the EIRNOP 96.223E: Alameda Watershed Management Plan III.H-16 ESA / 930385January 2001
