CUMULATIVE ANALYSISRegional Park and the Sunol Regional Wilderness with a hiking trail west of Calaveras Road.This trail would pass through secondary <strong>Watershed</strong> land and the Sunol Valley.3.0 PROGRAM-LEVEL CUMULATIVE IMPACTSThis section discusses the contribution from these planned or reasonably foreseeable projects anddevelopment projects proposed under the <strong>Alameda</strong> <strong>Watershed</strong> <strong>Management</strong> <strong>Plan</strong> to potentialcumulative impacts in the <strong>Management</strong> <strong>Plan</strong> area.3.1 DEVELOPMENT PROJECT IMPACTSConstruction of individual development projects proposed under the <strong>Management</strong> <strong>Plan</strong> couldcoincide with other construction projects in the <strong>Watershed</strong>, contributing to cumulative traffic androadway disruptions, effects on cultural resources, air pollutant emissions, and temporaryincreases in noise levels. Cumulative construction-related impacts in the <strong>Watershed</strong> woulddepend on the timing and location of individual projects. For a group of projects to generatecumulative construction impacts, they must be coincide with another, both geographically and intiming. Construction-related mitigation measures and management actions presented in this EIRwould reduce these potential impacts of <strong>Management</strong> <strong>Plan</strong> implementation to a less thansignificant level. Careful planning and phasing could also reduce and/or avoid these impacts.<strong>Alameda</strong> County is preparing a Draft EIR, expected to be released in early 2000, that willexamine potential construction impacts of the Sunol Valley Agricultural Enhancement <strong>Plan</strong>.Implementation of management actions in the <strong>Plan</strong>, mitigation measures identified in the EIRregarding construction of development projects, and regular agency consultation between the<strong>SFPUC</strong>, <strong>Alameda</strong> County, and Santa Clara County would reduce any cumulative constructionimpacts to a less than significant level.No significant cumulative impacts from the projects listed in Section P.2.0 are identifiable at thistime. <strong>Alameda</strong> County's EIR for the Sunol Valley Agricultural Enhancement <strong>Plan</strong> will examine,among other things, potential impacts on the <strong>Watershed</strong> of increased residential development thatcould occur under the proposal, and potential cumulative impacts.3.2 MINING OPERATIONS IMPACTS•Cumulative impacts from Apperson Quarry in combination with the Sunol Valley quarries wouldnot be significant. Unlike the Sunol Valley quarries, Apperson Quarry would not result in loss ofprime agricultural land. The Apperson Ridge Quarry EIR (SMP-17, certified by <strong>Alameda</strong> Countyin August 1984) identified unavoidable adverse impacts on special-status wildlife and highquality habitat, noise impacts at Maguire Peaks and residences at the end of Welsh Creek Road,and moderate degradation of water and wildlife quality on <strong>SFPUC</strong> lands. Because of the distancebetween Apperson Quarry and the Sunol Valley quarries, and the lack of significant naturalresource, noise, and water quality impacts of the mitigated Sunol Valley quarries, these impactswould not be cumulative. The future haul route from Apperson Quarry (Calaveras Road) wouldbe the same as the route used by RMC Pacific Materials. Mission Valley Rock Company has anindependent access road at Athenour Way / Andrade Road.
