I. SUMMARYmanagement actions. Additional mitigation measures identified in this report are proposed fortwo categories of impacts:! Impacts for which the Alameda Watershed Management Plan does not include managementactions that would reduce the impacts.! Impacts for which the Management Plan does include management actions that would reducethe impacts, but not to a less than significant level.1.0 INCREASED PUBLIC ACCESS AND USEWhile the Management Plan proposes certain management actions that could bring about physicaleffects, the Management Plan also includes actions that would reduce these potential effects. Some of the actions may be essential to reduce potential impacts. These essential actions, as wellas the other actions that would further reduce potential physical effects, would reduce potentialimpacts to geology and soils, water quality, natural resources, fire management, culturalresources, and aesthetics associated with public access and use to a less than significant level.Section IV.J includes a mitigation measure that would reduce potential hazardous trafficconditions to a less than significant level through provision of sufficient parking spaces andmonitoring parking adjacent to public use areas.2.0 CHANGES TO GRAVEL MINING OPERATIONSSection IV.E includes mitigation measures that would reduce potential effects on sensitivespecies during mining activities to a less than significant level.3.0 OPERATIONS, MAINTENANCE, AND CONSTRUCTIONACTIVITIESWhile the Management Plan proposes certain management actions that could bring about physicaleffects, the Management Plan also includes actions that would reduce these potential effects. Some of the actions may be essential to reduce potential significant impacts. These essentialactions, as well as the other actions that would reduce potential physical effects, would reducepotential impacts to geology and soils, water quality, natural resources, air quality, firemanagement, and aesthetics associated with operations, maintenance, and construction activitiesto a less than significant level.Section IV.H identifies mitigation measures that would reduce potential impacts to historicresources to a less than significant level by requiring that alteration of historic resources be inaccordance with required standards and prohibiting demolition or removal of historic structures.Section IV.L includes several mitigation measures that would reduce potential noise impactsassociated with construction activities to a less than significant level through limits onconstruction hours and locations. Section IV.M includes a mitigation measure that would reduceNOP 96.223E: Alameda Watershed Management Plan I-8 ESA / 930385January 2001
