VII. ALTERNATIVESfor moderate improvement in water quality and balanced ecological resource protection andpublic access and activity. Alternative C provide a slight improvement in water quality andemphasize increased public access and activity. Based on input from the public, agencies, theproject consultant team, and the SFPUC Watershed Planning Committee, the SFPUC developedthe preferred alternative. The preferred alternative combines Alternative B with some componentsof Alternative A. Alternatives A, B, and C are discussed below; the preferred alternative isdiscussed in Chapters II, III, and IV. The range of alternatives considered in this analysis does notinclude an alternative to the location of the Management Plan, as the Management Plan bydefinition is location-specific and its goals, plans, and policies cannot be shifted to an alternatelocation.As part of the planning process, the SFPUC prepared the Sunol Valley Resources ManagementElement. The element addresses the management of water resources, mineral resources, SFPUCfacilities, cultural resources, agriculture, economic resources, recreation and park facilities, andfisheries in the Alameda Creek corridor within the Alameda Watershed lands. Based on the goalsand subgoals of the element and the results of public and agency workshops, six alternatives(Alternatives A through F) for the management of Sunol Valley resources were formulated.These alternatives are discussed below. From these alternatives, two options, discussed inChapters II, III, and IV, were included in the Management Plan.B. NO ACTION ALTERNATIVE1.0 DESCRIPTIONTable VII-1 provides a comparison between the components of the preferred alternative and thoseof the No Action Alternative. Under the No Action Alternative, comprehensive watershedmanagement strategies would not be implemented, and the SFPUC would continue to operate underexisting watershed protection, operations, maintenance, and other policies. Public access to theSunol-Ohlone Regional Park, and Sunol Valley Golf Course would likely increase in proportion topopulation growth and recreation demand. The SFPUC would maintain the current policy ofrestricted access to internal portions of the Watershed, but would consider new public trails on thefringe of the Watershed or trails that provide connectors to existing trails. Grazing would continueto occur under newly approved management practices. Under the No Action Alternative, thecurrent fire suppression policies and fuel management policies would remain in place; all fireswould be extinguished as soon as possible, and no specific direction would be provided regardingthe means of fire suppression beyond standard operating procedures followed by the CaliforniaDepartment of Forestry. Vegetation management for fire hazard reduction is permitted under theexisting fuel management policies and has been used on the Watershed. The No Action Alternativecould result in implementation of fuel management plans, using treatment methods that are allowedunder existing fuel management policies.
