CHAPTER VISIGNIFICANT IRREVERSIBLE ENVIRONMENTAL CHANGESImplementation of the <strong>Alameda</strong> <strong>Watershed</strong> <strong>Management</strong> <strong>Plan</strong> would result in short-term,construction-related impacts, and impacts from increased operations and maintenance activities;impacts associated with increased public access and use; and impacts associated with changes ingravel-mining operations. These potential impacts are identified in Chapter III. If the mitigationmeasures identified in Chapter IV are approved and implemented along with the managementactions that could result in physical effects, implementation of the <strong>Management</strong> <strong>Plan</strong> would notresult in significant irreversible environmental impacts, except for loss of prime agricultural landsassociated with mining under Action sun1 north of I-680 (SMP-32) and the potential loss ofprime agricultural lands associated with increasing the mining footprint of permitted mining pitssouth of I-680 (Action sun2a). In addition, the commitment of land (including prime agriculturalland), resources, and energy for maintenance of the project facilities would be a long-termcommitment.
