III. ENVIRONMENTAL SETTING AND IMPACTSP. CUMULATIVE ANALYSIS! Aeration Facilities: Upgrade of the existing facility at Calaveras Reservoir and installationof a new aeration facility, including a compressor building, at San Antonio Reservoir.The above-listed projects are relatively minor, small, or upgraded replacements; therefore, theyhave little or no potential for significant cumulative impacts.The following projects are larger in scale than the maintenance/upgrade projects listed above andconstitute work that would require additional CEQA review separate from this EIR. Theseprojects, in combination with implementation of the <strong>Alameda</strong> <strong>Watershed</strong> <strong>Management</strong> <strong>Plan</strong>, havea greater potential to contribute to cumulative effects.• ! <strong>Alameda</strong> Creek Fisheries Enhancement Project. The <strong>SFPUC</strong> has plans (in conjunctionwith the California Department of Fish and Game) to improve native fisheries and restorehistoric trout streams on <strong>Alameda</strong> and Calaveras Creeks downstream from CalaverasReservoir. The planned project sets specific standards for water releases from CalaverasReservoir into <strong>Alameda</strong> Creek. The project includes construction and operation of a fishrecapture facility, an inflatable rubber bladder dam to be built in the vicinity of the SunolValley Water Treatment <strong>Plan</strong>t (WTP), a pump station, and pipeline extensions to transferrecaptured water to the WTP for treatment or transfer to San Antonio Reservoir. Thisproject was an outgrowth of the <strong>Alameda</strong> Creek Water Resources Study (ACWRS). TheACWRS, completed in January 1995, was not prepared as part of the <strong>Alameda</strong> <strong>Watershed</strong><strong>Management</strong> <strong>Plan</strong>. However, the goals of the ACWRS and the <strong>Management</strong> <strong>Plan</strong> werecoordinated, and the recommendations set forth in the ACWRS were developed to considerthe broad goals of the <strong>Management</strong> <strong>Plan</strong>. The ACWRS resulted in the establishment of aMemorandum of Understanding with the California Department of Fish and Game. Thememorandum obligates the <strong>SFPUC</strong> to move forward with the recommendations forestablishing a water release and recapture facility for fisheries enhancement along <strong>Alameda</strong>and Calaveras Creeks, between the Calaveras Dam and the vicinity of the Sunol ValleyWTP. The project-level ACWRS description, construction information, and other criticaldetails are being developed.! Hetch Hetchy Water Treatment Project – Chloramine Conversion. This chloramineconversion project provides for implementing chloramination of the Hetch Hetchy systemto allow this water source to meet state and federal drinking water standards. The projectinvolves construction of disinfection and treatment facilities throughout the <strong>SFPUC</strong> watersupply system. Within the Sunol Valley, the following potential facilities are proposed: anew ammonia and chlorine feed facility at the San Antonio Pump Station anddechlorination facilities at the <strong>Alameda</strong> East and <strong>Alameda</strong> West Portals. The impacts ofany of these facilities would primarily stem from construction activities and storage ofhazardous materials. An EIR is under preparation to evaluate the environmental effects ofthis project.! Sunol Valley Water Treatment <strong>Plan</strong>t Improvement Project. The Sunol Valley WaterTreatment <strong>Plan</strong>t (WTP) Improvement Project (SIP) was developed in response to a 1995Compliance Order issued by the California Department of Health Services. TheCompliance Order, issued due to a treatment violation at the Sunol Valley WTP, downratedthe plant capacity and stipulated a number of improvements that must be made in order toreturn plant operation to the design capacity. The SIP consists of two phases. Phase 1includes the improvements specified in the Compliance Order as well as otherimprovements required to increase the reliability of plant operations. The purpose ofPhase 2 is to develop a Future Facilities <strong>Plan</strong> for the Sunol Valley to accommodateNOP 96.223E: <strong>Alameda</strong> <strong>Watershed</strong> <strong>Management</strong> <strong>Plan</strong> III.P-3 ESA / 930385January <strong>2001</strong>
