XII. SUMMARY OF COMMMENTS AND RESPONSESB. SUMMARY OF COMMENTS AND RESPONSES3.0 ACCESS PREFERENCESComment G-11: “I would like to commend you for restricting public access to the upper areasof the watershed. I think that is one of the things that has kept it as pristine as it is...” (Jeff Miller– Pleasanton Public Meeting)Comment G-12: “I urge the Water District to allow access to the Crystal Springs watershed. …I would add that the same argument is valid for the lands in the East Bay, especially thoseadjacent to Sunol Regional Park, near Calaveras Reservoir. I am aware that the SFWD has madeavailable limited trail access in the Ohlone wilderness. However, the lands east of AlamedaCreek near Calaveras Reservoir are beautiful, and I believe pose minimum or no danger to thereservoir. As the major landowner in Alameda County, I think it behooves you to do a publicservice in that county. … Incidentally, I hold no brief for access to cyclists at both locations. Ibelieve that hikers willing to put out the effort are responsible trail users.” (Albert J. Rothman)Response: These comments regarding public access preferences are noted. The DEIR evaluatesthe potential impacts of implementation of the Management Plan at a program level, includingincreased public use opportunities in the Sunol Valley (secondary watershed) and new trails inlow vulnerability zones. The project-level impacts of public use opportunities will be evaluatedwhen specific projects are proposed. Under the Management Plan, group access to the internalportions of the Watershed would be allowed through the establishment of a reservation programfor docent led tours. However, greater public use opportunities located on watershed lands wouldnot be provided within in the primary drainage areas for Calaveras and San Antonio reservoirs, due to the sensitivity of these areas.4.0 TRANSPORTATIONComment G-13: “Please note, on page III.J-1, mining access also is available from AthenourWay / Andrade Road.” (Alameda County Community Development Agency, PlanningDepartment comments)Response: Text on page III.J-1 describes the major roadways that are within the Watershed andtheir uses. Andrade Road is acknowledged as a mining haul route on DEIR page III.J-5.NOP 96.223E: Alameda Watershed Management Plan C&R.40 ESA / 930385
