III. ENVIRONMENTAL SETTING AND IMPACTSI. AESTHETICSenforcement of the rules and regulations established for such use. Actions pub8 and pub9require increased public education and awareness of <strong>Watershed</strong> resource sensitivity andpublication of rules and regulations for <strong>Watershed</strong> visitors. This information would be providedin all areas subject to public use, including the kiosks, <strong>Watershed</strong> Visitor and Education Center,and mobile exhibit. Actions saf4 and saf6 require an inspection and maintenance program forfacilities used by the public, and inspection of perimeter fencing, access gates, and locks in orderto minimize trespassing and illegal dumping. In addition, Action saf16 calls for coordinatedenforcement of public use of the <strong>Watershed</strong> with the EBRPD.The <strong>Management</strong> <strong>Plan</strong> also includes actions that, when implemented with those actions describedabove, would further reduce the potential aesthetic impacts associated with litter, disturbedvegetation, and damaged facilities. Actions saf1, saf2, saf10, and saf17 provide additional meansfor monitoring public use of the <strong>Watershed</strong> and enforcing <strong>Watershed</strong> rules and regulations.Action pub12 requires coordination with other agencies and groups in the developing educationalmaterials, further providing opportunity for dissemination of information advocating responsibleuse of the <strong>Watershed</strong>.Implementation of the public education and enforcement actions, as described above and inSection IV.I, would reduce the potential aesthetic impacts associated with improper public accessand use of the <strong>Watershed</strong> to a less than significant level. No unavoidable significant programlevelaesthetic quality impacts related to increased public access and use have been identified inthis EIR. However, the San Francisco <strong>Plan</strong>ning Department would require examination of manyspecific management actions proposed in the <strong>Management</strong> <strong>Plan</strong> at the time they are proposed forimplementation to determine if further environmental review at a more detailed project-specificand site-specific level were necessary. Table II-1 identifies the specific management actions thatare likely to require such study.••Changes to Gravel Mining OperationsAs described earlier in this document, actions proposed in the <strong>Alameda</strong> <strong>Watershed</strong> <strong>Management</strong><strong>Plan</strong> for mining north of I-680 would take place substantially in accordance with limits andmitigation measures set forth in the conditions of approval for <strong>Alameda</strong> County’s SMP-32. The<strong>Management</strong> <strong>Plan</strong> incorporates SMP-32 conditions of approval and proposes modification in thetiming and sequencing of mining (shortening the completion date for water storage pits) andmining reclamation. These modifications may require amendment of the existing permit butwould not bring about any new impacts on aesthetics beyond those disclosed in the EIR preparedfor SMP-32. Pertinent measures adopted by <strong>Alameda</strong> County as conditions of approval for SMP-32 include requirements for landscape plan approval and berming to provide a visual barrier tothe Sunol Water Temple. In addition, the <strong>Alameda</strong> <strong>Watershed</strong> <strong>Management</strong> <strong>Plan</strong> includesbackfilling of an additional quarter-mile buffer after mining on the east side of Sunol WaterTemple, which is closest to proposed mining activity, to provide additional mitigation foraesthetics impacts.NOP 96.223E: <strong>Alameda</strong> <strong>Watershed</strong> <strong>Management</strong> <strong>Plan</strong> III.I-13 ESA / 930385January <strong>2001</strong>
