<strong>The</strong> continental European media tradition is quite different.Newspapers were either founded by or had close relations withpolitical parties and/or ideologically driven groups. Journalisticindependence and hence editorial freedom had to be conqueredby editors and journalists step by step. <strong>The</strong> introduction<strong>of</strong> Orkla-style rules therefore demonstrates a healthy trendamongst the newspaper community that guarantees their rightto editorial independence and to defend media pluralism anddiversity.Most journalists participating in this survey agreed on theusefulness <strong>of</strong> such rules and expressed their desire to workunder a similar regime.1.7.3 Pr<strong>of</strong>essional Journalism under Attack. While public interestis focused on the political and economic aspects <strong>of</strong> mediaconcentration, its impact on pr<strong>of</strong>essional journalism goeswidely unnoticed.Severe political pressure on representatives <strong>of</strong> the mediahas been reported from several countries included in this survey.It would be too easy to explain these incidents with growingeconomic difficulties alone. <strong>The</strong> consequences <strong>of</strong> politicalindifference to the situation <strong>of</strong> the media and direct interventionand abuse <strong>of</strong> power by political parties, other socially relevantgroups and organizations as well as individuals, can notbe underestimated.It is important to remember that over the years the <strong>of</strong>fice<strong>of</strong> the OSCE Representative on Freedom <strong>of</strong> the <strong>Media</strong> has hadto intervene on various occasions to remind the authorities <strong>of</strong>participating States <strong>of</strong> their obligations towards a free and independentmedia in general and the protection <strong>of</strong> journalists inparticular.In this regard OSCE participating States from Central Asia,the Caucasus, the former Federation <strong>of</strong> Yugoslavia and other48 THE IMPACT OF MEDIA CONCENTRATION ON PROFESSIONAL JOURNALISM
areas <strong>of</strong> Central and Eastern Europe have been <strong>of</strong> major concern.Death sentences against journalists, execution style murder<strong>of</strong> critical writers, long term prison sentences for members<strong>of</strong> the press and other forms <strong>of</strong> violent or psychological repressionhave been condemned in the strongest possible terms byboth the Representative on Freedom <strong>of</strong> the <strong>Media</strong> Mr. FreimutDuve, and the European Union.Totally unacceptable are attempts by the authorities to stifleall forms <strong>of</strong> investigative journalism, to threaten criticalnewspapers and television stations with closure and to hamperor to block altogether the work <strong>of</strong> foreign correspondents. HungarianGovernments, from both sides <strong>of</strong> the political spectrum,have tried to buy the “political correctness” <strong>of</strong> the national printmedia by either placing or withdrawing the rights to publish theresults <strong>of</strong> the national lottery. Some Romanian newspapers haveshown a particularly perverse reaction to such pressure. Instead<strong>of</strong> fulfilling their role as a watchdog over the institutions, theyhave begun to sell their silence on political or industrial scandalsby not reporting in exchange for advertisement placementsor other favours.Temptations to gag the media are, alas, not limited to thetransitional societies <strong>of</strong> the former communist bloc. Even inWestern Europe, which has enjoyed half a century <strong>of</strong> peace, libertyand democratic rule, attacks on the freedom <strong>of</strong> the mediain recent years have become more frequent.<strong>The</strong> fight for market shares and quotas opens the doorswidely to superficial infotainment at the expense <strong>of</strong> serious pr<strong>of</strong>essionaljournalism. “Emotion” and “conflict” have become thetwo most important criteria for information to be “newsworthy”.“This way the importance <strong>of</strong> events becomes distorted,differentiating reporting becomes more difficult; relevantthemes disappear from the agenda altogether and society as aJOHANNES VON DOHNANYI 49
