Mr. Murdoch ultimately strivesfor “unmatched reach around the world. We’re reaching peoplefrom the moment they wake up until they fall asleep.” 50 Butthis strategic guideline seems to cover just market presence.Journalistic excellence does not seem to be on the agenda <strong>of</strong>Mr. Murdoch’s “News Corporation” conglomerate.In Germany “we increasingly do experience politicians whochoose the journalists by whom they accept to be interviewednot on the base <strong>of</strong> pr<strong>of</strong>essional quality but on the level <strong>of</strong> docility”.51 <strong>The</strong> astoundingly forceful reaction by 10 Downing Streetto the BBC’s reporting on the Governments alleged “creation”<strong>of</strong> a clear and present danger to the world by Saddam Hussein’ssupposed weapons <strong>of</strong> mass destruction programme has seriouslyjeopardized the public broadcaster’s standing with its audienceand its ability to investigate into British politics.But the situation appears particularly serious in Italy, one<strong>of</strong> the six founding members <strong>of</strong> the European Union.In his first report released in 2002, the Council <strong>of</strong> Europe’sGeneral Rapporteur on the <strong>Media</strong> noted that, “although no evidencecan be given <strong>of</strong> direct infringement <strong>of</strong> freedom <strong>of</strong> expression,the combination <strong>of</strong> political and financial control <strong>of</strong> themass media by (Prime Minister) Mr. Berlusconi undermines theusual notion <strong>of</strong> democratic legitimacy”. 5250 THE IMPACT OF MEDIA CONCENTRATION ON PROFESSIONAL JOURNALISM
Directly or indirectly Mr. Silvio Berlusconi not only controlsthe country’s three biggest private TV-stations, newspapers,newsmagazines and radio stations. But as Prime Minister healso holds sway over Italy’s public broadcaster RAI. Some <strong>of</strong>Italy’s most distinguished Journalists, who had been critical <strong>of</strong>Mr. Berlusconi prior to and after the election <strong>of</strong> his centre-rightgovernment, saw their contracts with RAI cancelled, after thePrime Minister had publicly labelled them as “communists” and“enemies <strong>of</strong> his government”.According to the World Press Freedom Review for 2002 “thePrime Minister said that the journalists were using taxpayers’money for a political campaign, something he called ‘criminal’behaviour”. <strong>The</strong> report concluded that “<strong>Media</strong> diversity has beenin retreat in Italy and political control is filling the vacuum”. 53<strong>The</strong> OSCE Representative on <strong>Media</strong> Freedom pointed outat that “in Italy, a founding member <strong>of</strong> the EU, the presentpolitical leadership is not following the constitutional tradition<strong>of</strong> Europe.
