Chapter 10N<strong>on</strong>-<strong>Strategic</strong> <str<strong>on</strong>g>Nuclear</str<strong>on</strong>g>Weap<strong>on</strong>sAlexei ArbatovThe New <strong>Strategic</strong> Arms Reducti<strong>on</strong> Treaty (New START Treaty)c<strong>on</strong>cluded between Russia and the United States <strong>on</strong> April 8, 2010,in Prague represented a return to the use of legally binding treatiesto cut the numbers of nuclear weap<strong>on</strong>s, clearing the way for furtherdisarmament measures in accordance with Article VI of the NPT.It will become important in the c<strong>on</strong>text of further nuclear armsreducti<strong>on</strong>s and limitati<strong>on</strong>s to expand this process to include n<strong>on</strong>strategic(or sub-strategic) nuclear weap<strong>on</strong>s. According to comm<strong>on</strong>definiti<strong>on</strong>, such weap<strong>on</strong>s usually include intermediate-range nuclearweap<strong>on</strong>s and operati<strong>on</strong>al and tactical nuclear weap<strong>on</strong>s in general(c<strong>on</strong>diti<strong>on</strong>ally generally referred to as TNWs).During negotiati<strong>on</strong>s <strong>on</strong> the New START Treaty, the U.S. Senateinsisted <strong>on</strong> including TNWs in the cuts; however, that did not happen.The United States expressed particular c<strong>on</strong>cern over Russiann<strong>on</strong>-strategic nuclear weap<strong>on</strong>s in its <str<strong>on</strong>g>Nuclear</str<strong>on</strong>g> Doctrine (as formulatedin the <str<strong>on</strong>g>Nuclear</str<strong>on</strong>g> Posture Review – NPR) and stressed the needto include them in the agenda of future negotiati<strong>on</strong>s. 1 Therefore,there is every reas<strong>on</strong> to expect that the United States and NATOwill exert even greater pressure in this area in the future. Severalspecific arguments have been advanced in support of this:• it is comm<strong>on</strong>ly assumed that Russia retains a large advantageover the United States and NATO in this class of nuclearweap<strong>on</strong>s; and a reducti<strong>on</strong> of strategic nuclear forces(SNFs) will accentuate this;• this alleged Russian superiority is beginning to worryWashingt<strong>on</strong>’s NATO allies;• during wartime, TNWs would be deployed with the generalpurpose troops and could be suddenly become involvedin combat operati<strong>on</strong>s, with the risk of a rapid nuclearescalati<strong>on</strong>;
