C h a p t e r 2 2Precisi<strong>on</strong>-Guided C<strong>on</strong>venti<strong>on</strong>alWeap<strong>on</strong>sYevgeny MiasnikovThe signing of the New START Treaty in Prague raised hopes thatthe United States and Russia would, <strong>on</strong>ce it entered into effect, pursuetheir dialogue to overcome the burdensome legacy of the ColdWar represented by mutual nuclear deterrence, which to this dayremains a real impediment to greater efforts <strong>on</strong> nuclear disarmament.During the upcoming stage, however, the two sides will most likelyc<strong>on</strong>tinue to be c<strong>on</strong>strained by the old paradigms for defining the rolesand compositi<strong>on</strong> of nuclear weap<strong>on</strong>s. Thus, in reviewing the possibilitiesfor subsequent strategic arms reducti<strong>on</strong>s, <strong>on</strong>e main criteri<strong>on</strong> willc<strong>on</strong>tinue to be the survivability of the future strategic forces underany c<strong>on</strong>ceivable event scenario. This c<strong>on</strong>clusi<strong>on</strong> is particularly applicableto Russia, where for nearly two decades doubts have been raisedabout the survivability of the country’s strategic forces.The counterforce capabilities issue has been a c<strong>on</strong>tinual topicin previous bilateral strategic arms negotiati<strong>on</strong>s. The survivabilityof strategic forces is affected by such factors as nuclear arms thatmay effectively disable fixed and mobile ICBM launchers. However,c<strong>on</strong>venti<strong>on</strong>al weap<strong>on</strong>s may also threaten the survivability of strategicforces, particularly if they possess stealth capabilities, high precisi<strong>on</strong>,and lethality, and could reach their targets relatively quickly.Today, this class of weap<strong>on</strong>s includes l<strong>on</strong>g-range sea-launched andair-launched cruise missiles (SLCMs/ALCMs) and powerful airbombs and guided missiles, which can be delivered by U.S. heavybombers and tactical aviati<strong>on</strong> deployed close to Russian territory. Inthe future, ICBMs and SLBMs, as well as hypers<strong>on</strong>ic glide vehicles,could be fitted with c<strong>on</strong>venti<strong>on</strong>al warheads. These weap<strong>on</strong> types willbe referred to in the present article collectively as “precisi<strong>on</strong>-guidedweap<strong>on</strong>s” (PGWs). 1A number of experts believe that PGWs pose a greater threatto the survivability of Russian SNFs over the medium term than do
