Chapter 20. <str<strong>on</strong>g>Nuclear</str<strong>on</strong>g> Testing407of the preparatory work and providing support for the teams duringtheir inspecti<strong>on</strong>s.The OSI Operati<strong>on</strong>s Manual can probably be c<strong>on</strong>sidered <strong>on</strong>eof the most important documents that still need to be prepared beforethe Treaty enters into force, since <strong>on</strong>-site inspecti<strong>on</strong>s are the mostdifficult and intrusive of all of the CTBT verificati<strong>on</strong> procedures.The great significance that member states attach to this documentcan be illustrated by the fact that Israel, for example, made its ratificati<strong>on</strong>of the CTBT directly c<strong>on</strong>tingent <strong>on</strong> the successful developmentof an Operati<strong>on</strong>s Manual. During the first stage, a “transiti<strong>on</strong>al” draftof the Operati<strong>on</strong>s Manual was developed, based up<strong>on</strong> suggesti<strong>on</strong>s fromvarious nati<strong>on</strong>s and ideas from the Provisi<strong>on</strong>al Technical Secretariat.This represented the result of a year and a half of work by an editingteam of specialists from a number of countries (primarily from the nuclearpowers). The next, “negotiating,” stage began in June 2001, whenrepresentatives of the member states used the draft text as a basisto develop the c<strong>on</strong>tent of the Operati<strong>on</strong>s Manual in an official settingand in an official format. Once this work began, however, it becameclear that this was going to be a difficult and prol<strong>on</strong>ged process thatmight take more than a year to complete. Indeed, this work c<strong>on</strong>tinuestoday, using “model texts” as a basis for negotiati<strong>on</strong> that primarilyc<strong>on</strong>tain the general provisi<strong>on</strong>s without describing procedures in detail.These texts (bearing the name “Standard Operating Procedures”)have been developed by the Technical Secretariat as separate documentsfor each of the various types of inspecti<strong>on</strong> activities.Experiments in the field and simulati<strong>on</strong> training carried out bythe Technical Secretariat have greatly c<strong>on</strong>tributed to the understandingof the OSI c<strong>on</strong>cept and the development of specific procedures,which are reflected in the Operati<strong>on</strong>s Manual.With respect to the equipment for the inspecti<strong>on</strong>s, lists and specificati<strong>on</strong>sof the instrumentati<strong>on</strong> for passive seismological m<strong>on</strong>itoring,gamma radiati<strong>on</strong> measurement, and visual observati<strong>on</strong> havebeen agreed to <strong>on</strong> a preliminary basis. Samples of passive seismicm<strong>on</strong>itoring equipment have been purchased for testing. The fundamentalc<strong>on</strong>ceptual questi<strong>on</strong>s relating to the storage and maintenanceinfrastructure for the inspecti<strong>on</strong> equipment and its transportto the inspecti<strong>on</strong> site have essentially been coordinated.The Technical Secretariat has been providing familiarizati<strong>on</strong> trainingcourses to potential inspectors since 1998.
