46<str<strong>on</strong>g>Nuclear</str<strong>on</strong>g> <str<strong>on</strong>g>Reset</str<strong>on</strong>g>: Arms Reducti<strong>on</strong> and N<strong>on</strong>proliferati<strong>on</strong>gic stability, causing both the vertical and horiz<strong>on</strong>tal proliferati<strong>on</strong>of nuclear weap<strong>on</strong>s.Deterrence remains effective against the least likely and most farfetchedthreats, such as nuclear exchanges and all-out c<strong>on</strong>venti<strong>on</strong>alc<strong>on</strong>flicts between the two great powers and their allies. However, itwould be completely useless against such new, real security threatsas the proliferati<strong>on</strong> of nuclear weap<strong>on</strong>s, internati<strong>on</strong>al terrorism, ethnicand religious c<strong>on</strong>flicts and their c<strong>on</strong>sequences, drug trafficking,trans-border crime, illegal immigrati<strong>on</strong>, and so <strong>on</strong>. Its transformati<strong>on</strong>,meanwhile, would involve further strategic nuclear arms reducti<strong>on</strong>by the two nuclear superpowers and a reduced reliance <strong>on</strong> nucleardeterrence in the nati<strong>on</strong>al doctrines and security policies of bothsides. It would also mean that the United States and Russia wouldrenounce strike planning based <strong>on</strong> data from early warning systems,would reduce their operati<strong>on</strong>al and technical readiness to launchland- and sea-based missiles, and would create a joint U.S.-Russiamissile warning system and engage in the joint development andoperati<strong>on</strong> of future BMD systems. At the same time, as Russia reducesits number of strategic nuclear weap<strong>on</strong>s, it should increaseits reliance <strong>on</strong> mobile systems in its land comp<strong>on</strong>ent and upgradethe performance characteristics of its submarines in order to enhancetheir survivability.These and other measures would unc<strong>on</strong>diti<strong>on</strong>ally increase strategicstability and, by strengthening the n<strong>on</strong>proliferati<strong>on</strong> regime,would significantly lessen the impact <strong>on</strong> the world of both the traditi<strong>on</strong>aland the new destabilizing factors.Notes1 The President of Russia, The Military Doctrine of the Russian Federati<strong>on</strong>,Feb. 5, 2010, http://news.kremlin.ru/ref_notes/461.2 I.
