The answers to <strong>the</strong> questionnaire show that it was not just <strong>the</strong> features <strong>of</strong> <strong>the</strong> national content<br />

server, but a matter <strong>of</strong> different institutional choices especially <strong>of</strong> <strong>the</strong> CCSP, which have<br />

introduced <strong>the</strong>ir own LMS based on open source solutions (mostly Moodle and OLAT for Zurich<br />

and some o<strong>the</strong>rs). Of course <strong>the</strong> decision to introduce <strong>the</strong> national content server was taken in<br />

a quite different context, where most CCSPs did not exist, a number <strong>of</strong> 1 st and 2 nd series<br />

projects used <strong>the</strong> campus edition <strong>of</strong> WebCT and <strong>the</strong> development <strong>of</strong> <strong>the</strong> open source LMS was<br />

not fully foreseeable.<br />

Also, <strong>the</strong> discussion with CCSP shows that <strong>the</strong>re is now no rationale in having a national<br />

content server, especially if based on a commercial solution, since almost all universities made<br />

<strong>the</strong> switch to open source s<strong>of</strong>tware (mostly Moodle, but also OLAT, Claroline and ILIAS).<br />

5.3 Future prospects and needs for national services<br />

An open question which has been raised at <strong>the</strong> end <strong>of</strong> <strong>the</strong> SVC programme is to which extent<br />

national services will be needed and how <strong>the</strong>y can be organised in <strong>the</strong> future.<br />

SVC projects provide clear answers in this respect (see Figure 18). They evaluate that <strong>the</strong>ir<br />

needs concerning technological and pedagogical support can be fulfilled by <strong>the</strong> CCSP – be<br />

aware that that most leading houses <strong>of</strong> on-going projects are in institutions with well-established<br />

CCSP. However, <strong>the</strong>y identify some specific competences and support at national level: firstly,<br />

in guaranteeing <strong>the</strong> networking <strong>of</strong> people in <strong>the</strong> SVC community, <strong>the</strong>n to manage marketing and<br />

certification <strong>of</strong> elearning products (a task which necessarily must be done at national level) and<br />

providing legal support for example concerning copyright (a task where CCSP seem not to be<br />

very well equipped everywhere).<br />

The interviews with <strong>the</strong> institutions show a slightly different picture. Firstly, <strong>the</strong>re is an overall<br />

preoccupation that <strong>the</strong> political visibility <strong>of</strong> elearning could suffer with <strong>the</strong> end <strong>of</strong> <strong>the</strong> SVC<br />

programme and this could weaken <strong>the</strong> institutional support, especially in Cantons and HEIs<br />

where elearning is not well established. Secondly, keeping cooperation and networking<br />

instruments is judged indispensable, and thus initiatives like <strong>the</strong> creation <strong>of</strong> a CCSP association,<br />

a national conference, forums and information bulletins are strongly welcomed.<br />
