4.1.1 SVC projects funding<br />
As we have said above, <strong>the</strong>re have been quite important differences between <strong>the</strong> four series<br />
concerning <strong>the</strong> funding level and <strong>the</strong> organization <strong>of</strong> <strong>the</strong> projects. Thus:<br />
• The 50 projects <strong>of</strong> <strong>the</strong> 1 st and 2 nd series received on <strong>the</strong> average 600,000 CHF per project<br />
(with large differences between individual projects, some <strong>of</strong> <strong>the</strong>m receiving more than 1<br />
mio. CHF.).<br />
• The 30 projects <strong>of</strong> <strong>the</strong> 3 rd series received a fixed amount <strong>of</strong> 200,000 CHF for content<br />
development, as well as 100,000 CHF as overhead for <strong>the</strong> CCSP for <strong>the</strong> technical<br />
development (a small number <strong>of</strong> projects received slightly higher funding). For UAS<br />
projects, <strong>the</strong>se amounts were reduced to 100,000 CHF, respectively 50,000 CHF as<br />
overhead.<br />
• These amounts were fur<strong>the</strong>r reduced to 100,000 CHF plus 50,000 CHF for <strong>the</strong> 4 th series<br />
projects (66,000 + 33,000 for UAS projects; supplement <strong>of</strong> 50,000 CHF for some university<br />
projects).<br />
Moreover, maintenance projects received additional funding between 70,000 and 100,000 CHF.<br />
This increased <strong>the</strong> differences in funding between <strong>the</strong> project series, since most <strong>of</strong> <strong>the</strong> money<br />
was allocated to <strong>the</strong> 1 st and 2 nd series projects and to some 3 rd series projects. For UAS<br />
projects, OPET decided not to grant maintenance support.<br />
Thus, <strong>the</strong>re has been throughout <strong>the</strong> programme an evolution from very large projects, which<br />
developed <strong>the</strong>ir contents and tools on <strong>the</strong>ir own, to smaller projects which should at <strong>the</strong> same<br />
time have benefited from <strong>the</strong> support <strong>of</strong> <strong>the</strong>ir CCSP. These differences have to be taken into<br />
account in <strong>the</strong> following discussion.<br />
