5.2.4 The feedback <strong>of</strong> projects on <strong>the</strong> mandates<br />
Overall, it seems that mandates played a much more limited role in <strong>the</strong> consolidation phase <strong>of</strong><br />
<strong>the</strong> programme than in <strong>the</strong> first phase, especially because many <strong>of</strong> <strong>the</strong>ir functions have been<br />
assumed by <strong>the</strong> CCSPs. This was <strong>the</strong> case concerning pedagogical support, but also<br />
technological support where <strong>the</strong> EDUTECH mandate has been largely reoriented to <strong>the</strong><br />
development <strong>of</strong> national services, ra<strong>the</strong>r than <strong>the</strong> direct support to <strong>the</strong> projects.<br />
This is reflected in <strong>the</strong> answers <strong>of</strong> <strong>the</strong> projects (see Figure 16). Even if we limit ourselves to <strong>the</strong><br />
few mandates largely directed to <strong>the</strong> projects listed in this figure, 30% <strong>of</strong> <strong>the</strong> respondents did<br />
not remember <strong>the</strong>se mandates. The rest <strong>of</strong> <strong>the</strong> answers was divided between a ‘nice to have’<br />
appreciation and a negative one, while just a minority <strong>of</strong> <strong>the</strong> projects judged <strong>the</strong>se mandates as<br />
indispensable for <strong>the</strong>m. It is unclear if this is due to <strong>the</strong> mandate itself, to <strong>the</strong> strong role played<br />
by <strong>the</strong> CCSP or to a lack <strong>of</strong> information on <strong>the</strong>ir services.<br />
