2.3 Organisational structures<br />

The organisational structure <strong>of</strong> <strong>the</strong> SVC programme has been largely <strong>the</strong> same throughout its<br />

whole life (see Figure 1). The main change from <strong>the</strong> impulse to <strong>the</strong> consolidation phase has<br />

been <strong>the</strong> transfer <strong>of</strong> operational tasks to <strong>the</strong> CRUS.<br />

While <strong>the</strong> general responsibility has been attributed to <strong>the</strong> SUC – taking <strong>the</strong> formal decisions on<br />

funding <strong>of</strong> CCSP and projects -, <strong>the</strong> implementation <strong>of</strong> <strong>the</strong> programme has been assumed by a<br />

steering committee SVC-SC, composed by ten experts in <strong>the</strong> field, including two foreign<br />

experts. The SVC-SC has been responsible for evaluating <strong>the</strong> CCSP applications, for<br />

organizing <strong>the</strong> call for new projects and <strong>the</strong> selection process, for defining mandates and<br />

support services and, finally, for organising <strong>the</strong> reporting and monitoring <strong>of</strong> <strong>the</strong> activities.<br />

The programme coordination was transferred for <strong>the</strong> consolidation phase from <strong>the</strong> SUC to <strong>the</strong><br />

CRUS, with <strong>the</strong> aim <strong>of</strong> streng<strong>the</strong>ning <strong>the</strong> link <strong>of</strong> <strong>the</strong> SVC to higher education institutions.<br />

Although <strong>the</strong> programme was launched by <strong>the</strong> SUC, UAS were integrated into it both<br />

concerning <strong>the</strong> projects and <strong>the</strong> programme organization; thus, <strong>the</strong> Federal Office <strong>of</strong><br />

Pr<strong>of</strong>essional Education and Technology (OPET) progressively transferred all tasks, except <strong>the</strong><br />

contracts and payments, to <strong>the</strong> SVC coordination, which was charged also with <strong>the</strong> monitoring<br />

<strong>of</strong> CCSP in UAS, <strong>of</strong> <strong>the</strong> project selection and monitoring (including financial reporting). With this<br />

aim, <strong>the</strong> OPET financed half a position in <strong>the</strong> SVC coordination, while <strong>the</strong> SVC-SC included<br />

also UAS representatives.<br />

Participation <strong>of</strong> FIT was slightly different, since both ETHZ and EPFL developed <strong>the</strong>ir own<br />

support centres without direct support from <strong>the</strong> SVC programme; FIT participated in some <strong>of</strong> <strong>the</strong><br />

projects and mandates, but <strong>the</strong>ir degree <strong>of</strong> involvement has been lower, especially in <strong>the</strong><br />

consolidation phase (both institutions disposed also <strong>of</strong> <strong>the</strong>ir own funds for educational<br />

innovation and elearning). The FIT board has always been represented in <strong>the</strong> SVC-SC.<br />

As was <strong>the</strong> case for <strong>the</strong> Impulse Programme, funding was provided separately for universities<br />

through <strong>the</strong> SUC, for UAS through OPET and for <strong>the</strong> FIT through <strong>the</strong> FIT <strong>the</strong>mselves and <strong>the</strong><br />

FIT board. Overall, <strong>the</strong> programme was allocated 30 mio. CHF for universities; additionally 7<br />

mio. CHF were provided for UAS and 5 mio. CHF for FIT.<br />

UAS were confronted with limitations in <strong>the</strong> available budget: thus, UAS CCSP received a<br />

decreasing level <strong>of</strong> funding during this period, while <strong>the</strong> OPET decided not to finance<br />
