institutions, our opinion is that some form <strong>of</strong> monitoring and coaching would be advisable in <strong>the</strong><br />
most difficult cases.<br />
In this context, most interviewed persons foresee a ra<strong>the</strong>r smooth transition to <strong>the</strong> end <strong>of</strong> federal<br />
funding, made certainly easier by <strong>the</strong> fact that <strong>the</strong> end <strong>of</strong> <strong>the</strong> programme has been decided well<br />
in advance. The answers range from a ‘nice to have’ assessment – if <strong>the</strong>re would be a federal<br />
programme it would have been nice, but not indispensable – to some respondents who clearly<br />
stated that it was <strong>the</strong> right moment to close <strong>the</strong> programme. Also, some interviewees stated that<br />
progressively shifting <strong>the</strong> responsibility <strong>of</strong> elearning to <strong>the</strong> universities <strong>the</strong>mselves was a correct<br />
move.<br />
Overall, <strong>the</strong> respondents give a ra<strong>the</strong>r positive assessment <strong>of</strong> <strong>the</strong> programme itself. In <strong>the</strong>ir<br />
opinion, <strong>the</strong> SVC was extremely important to promote elearning in Switzerland and a large<br />
programme, with its visibility and critical mass, was needed to give a really significant push.<br />
Also, <strong>the</strong> overall trajectory shifting from large projects towards <strong>the</strong> institutional support to CCSPs<br />
and to small projects with stronger institutional integration is seen as a correct evolution. There<br />
are some critical voices that suggest that a weakness <strong>of</strong> <strong>the</strong> initial conception <strong>of</strong> <strong>the</strong> Impulse<br />
Programme was that it was too strongly oriented towards technology and <strong>the</strong> development <strong>of</strong><br />
products; also, <strong>the</strong> initial idea <strong>of</strong> a <strong>Swiss</strong> campus, with shared courses at <strong>Swiss</strong> level, is seen as<br />
somewhat unrealistic as <strong>the</strong>re was a lack <strong>of</strong> a clear political will in this direction. In this context<br />
some affirm that <strong>the</strong> programme could have gone fur<strong>the</strong>r in <strong>the</strong> consolidation phase in shifting<br />
its priorities towards didactical support and away from <strong>the</strong> development <strong>of</strong> products.<br />
