8.1.6 E-Learning-Zentrum der Universität Luzern<br />
General description and organisation<br />
Centre, interdisciplinary team with a flat hierarchy. The centre is part <strong>of</strong> <strong>the</strong> Pädagogische Hochschule Zentralschweiz<br />
(PHZ), but it gives also elearning support for University <strong>of</strong> Luzern.<br />

Mission and strategy<br />
Coordination and promotion <strong>of</strong> computer supported learning, teaching and research at UNILU and <strong>the</strong> Pädagogische<br />
Hochschule Zentralschweiz (PHZ) within <strong>the</strong> didactic-pedagogical and technological areas. To build up and maintain<br />
technical elearning structure, support structures, to coach teaching staff (use <strong>of</strong> elearning as method for teaching and<br />
knowledge management, e.g. research), to provide continuing education, training and workshops, to produce online<br />
courses in cooperation with teaching staff, to develop and implement elearning strategy, to initiate and coordinate<br />
regional, national and international partnerships, to develop strategies for <strong>the</strong> sustainability <strong>of</strong> <strong>the</strong> CCSP.<br />
In <strong>the</strong> university strategy, <strong>the</strong> role <strong>of</strong> elearning is currently under discussion. elearning is seen as a strategic instrument<br />
to improve learning, teaching and research through a wide range <strong>of</strong> methods, support <strong>of</strong> different learning experiences,<br />
international cooperation and <strong>the</strong> extension <strong>of</strong> course <strong>of</strong>fers.<br />
Activities<br />
SVC projects: The University <strong>of</strong> Lucerne had 1 project from <strong>the</strong> 2 nd call (Introduction to Systems Theory and Analysis for<br />
<strong>the</strong> Social Sciences) which is concluded.<br />
Support and o<strong>the</strong>r activities besides SVC projects:<br />
• >1800 students (>80%) participate in elearning, >150 members teaching staff (>65%) use BlackBoard. 161<br />
elearning enhanced courses (as <strong>of</strong> autumn 2007)<br />
• Hosting <strong>of</strong> learning management systems and authoring tools<br />
• Introduction to <strong>the</strong> use <strong>of</strong> <strong>the</strong> platform, didactical and technical support for teaching staff and assistants, including<br />
elearning workshops and individual sessions<br />
• Technical support for students<br />
• Content development on demand<br />
• elearning services to partner institutions<br />
• Ongoing evaluation <strong>of</strong> CCSP services (feedback from teaching staff and students)<br />
Competences: Experiences with <strong>the</strong> platform BlackBoard and o<strong>the</strong>r LMS, evaluation and implementation <strong>of</strong> authoring<br />
tools, experience with formative and summative evaluation, continuing education (elearning, knowledge management,<br />
instructional design, etc.).<br />
Resources<br />
4 collaborators with didactic-pedagogical and technical backgrounds: leader (50%), scientific collaborator (~20%), web<br />
publishing/instructional design (50%), IT (50%). For individual trainings or group workshops external experts are called<br />
in.<br />
Future perspectives<br />
By selling <strong>of</strong> services to o<strong>the</strong>r institutions (as a elearning Service Provider), <strong>the</strong> CCSP aims at lowering <strong>the</strong> costs for <strong>the</strong><br />
university. The CCSP already generates ~100,000.- per year by providing services to partner institutions. Contribution <strong>of</strong><br />
<strong>the</strong> University for 2008 yet to be negotiated, but probably around 50,000 CHF.<br />
There are some discussions and plans regarding closer cooperation with o<strong>the</strong>r higher education institutes in Central<br />
Switzerland with <strong>the</strong> aim <strong>of</strong> forming an elearning centre for <strong>the</strong> entire region (‘<strong>Campus</strong> Luzern’). With <strong>the</strong> collaboration<br />
with PHZ, this goal seems now more realistic to achieve.<br />
Remarks and comments<br />
Since UNILU is a ra<strong>the</strong>r small HEI, <strong>the</strong> E-Learning-Zentrum needs to collaborate with o<strong>the</strong>r partner institutions – a<br />
common elearning centre with PHZ has been established. It seems that <strong>the</strong>re is still potential for diffusion <strong>of</strong> elearning.<br />
The role <strong>of</strong> an elearning provider, selling services to o<strong>the</strong>r institutions, seems to be a good way to support sustainability.<br />
