SVC Final <strong>Evaluation</strong>. Background Report Lepori and Probst<br />
series since 4 th series projects are just finishing <strong>the</strong>ir production phase), as well as for <strong>the</strong><br />
1 st and 2 nd series projects that received funding for maintenance. Since pedagogical and<br />
technological aspects have already been investigated by a number <strong>of</strong> SVC mandates, <strong>the</strong><br />
evaluation will focus on <strong>the</strong> use <strong>of</strong> <strong>the</strong> projects in <strong>the</strong> curricula, on <strong>the</strong>ir coherence with <strong>the</strong><br />
institutional elearning strategy (if available), on <strong>the</strong>ir sustainability after <strong>the</strong> end <strong>of</strong> federal<br />
funding and on support and integration with CCSP activities. Concerning 1 st and 2 nd series<br />
projects without maintenance, a more limited assessment has been undertaken focusing<br />
essentially on <strong>the</strong>ir sustainability and integration in <strong>the</strong> curricula. For <strong>the</strong> projects which<br />
received a maintenance contribution, <strong>the</strong> evaluation will especially focus on <strong>the</strong> use <strong>of</strong><br />
maintenance funds and on <strong>the</strong>ir impact on <strong>the</strong> durability <strong>of</strong> <strong>the</strong> developed course modules.<br />
Finally, it will be <strong>of</strong> interest to look at <strong>the</strong> functioning <strong>of</strong> <strong>the</strong> cooperation between different<br />
institutions and to <strong>the</strong> infrastructure (in <strong>the</strong> widest sense) needed to maintain it (see section<br />
4 <strong>of</strong> this report).<br />
• The contribution <strong>of</strong> <strong>the</strong> mandates funded by SVC during <strong>the</strong> consolidation phase to <strong>the</strong><br />
implementation <strong>of</strong> <strong>the</strong> SVC projects, as well as to <strong>the</strong> support and cooperation <strong>of</strong> CCSP.<br />
The evaluation covers all <strong>Swiss</strong> higher education institutions, namely <strong>the</strong> Cantonal universities,<br />
<strong>the</strong> Federal Institutes <strong>of</strong> Technology and <strong>the</strong> Universities <strong>of</strong> Applied Sciences.<br />
1.3 Redaction and data sources<br />
The report is based on a wide number <strong>of</strong> different sources, including information collected<br />
especially for this report, as well as existing sources. We can describe <strong>the</strong>se sources and <strong>the</strong>ir<br />
use as follows:<br />
1) Documentary information from <strong>the</strong> programme itself. This includes following main documents:<br />
• basic documents on <strong>the</strong> SVC including <strong>the</strong> execution plan 2004-2007 and <strong>the</strong> calls for<br />
projects;<br />
• <strong>the</strong> SVC annual activity and financial reports to <strong>the</strong> Confederation for <strong>the</strong> years 2004,<br />
2005, 2006, as well as <strong>the</strong> yearly reports <strong>of</strong> most mandates;<br />
• <strong>the</strong> evaluation report <strong>of</strong> <strong>the</strong> impulse phase <strong>of</strong> <strong>the</strong> programme, as well as <strong>the</strong> reports <strong>of</strong><br />
some SVC mandates (see chapter 5 and references);<br />
• complete monitoring dossiers (CCSP/project reports and performance reports) <strong>of</strong> <strong>the</strong><br />
CCSP and SVC projects for <strong>the</strong> years 2006 and 2007; and<br />
• an examination <strong>of</strong> <strong>the</strong> CCSP websites, as well as <strong>of</strong> <strong>the</strong> projects websites when<br />
available.<br />
This information was essentially elaborated during <strong>the</strong> Summer and Autumn <strong>of</strong> 2007 and served<br />
also as a basis for <strong>the</strong> following data collection.<br />
2) Participation to <strong>the</strong> monitoring activities. A member <strong>of</strong> <strong>the</strong> team participated in most <strong>of</strong> <strong>the</strong><br />
monitoring meetings between November and December 2007, both for <strong>the</strong> CCSP and for<br />
projects presentations. The aim was to integrate <strong>the</strong> information contained in <strong>the</strong> monitoring<br />
reports with more direct information on CCSP and projects. Following <strong>the</strong>se visits, <strong>the</strong><br />
descriptions <strong>of</strong> CCSPs contained in <strong>the</strong> annex (chapter 8) have been updated and, finally,<br />
validated with <strong>the</strong> CCSP leaders <strong>the</strong>mselves.<br />
3) On-line questionnaires to <strong>the</strong> SVC projects. We have developed two questionnaires, a<br />
shorter one devoted to already closed projects (those not any more examined in <strong>the</strong> monitoring<br />
2007) and a longer one for <strong>the</strong> ongoing projects.<br />
Both questionnaires are in <strong>the</strong> annex to this report. The concluded projects questionnaire<br />
focused especially on <strong>the</strong> use <strong>of</strong> <strong>the</strong> products in <strong>the</strong> curricula and on future needs for<br />
maintenance and <strong>the</strong> prospects that <strong>the</strong> projects will survive in <strong>the</strong> future. This was particularly<br />
important since a significant share <strong>of</strong> SVC money has been directed to <strong>the</strong>se projects (most <strong>of</strong><br />
<strong>the</strong>m are in <strong>the</strong> 1 st and 2 nd series, which received a much larger funding).<br />
The questionnaire for ongoing projects provided a larger number <strong>of</strong> questions, focusing also on<br />
issues like <strong>the</strong> relationship <strong>of</strong> <strong>the</strong> projects to <strong>the</strong> CCSP, <strong>the</strong> state <strong>of</strong> development <strong>of</strong> <strong>the</strong> products<br />
and <strong>the</strong>ir needs in <strong>the</strong> near future. Since <strong>the</strong>se projects are still in direct contact with <strong>the</strong> SVC<br />
programme, <strong>the</strong> questionnaire included also a set <strong>of</strong> questions on <strong>the</strong> working <strong>of</strong> <strong>the</strong><br />
programme and on its services.<br />
