8.1.12 Fachstelle Neue Lernmedien der Hochschule Luzern<br />

General description and organisation<br />

Organisational form: Central service plus a network <strong>of</strong> five elearning delegates <strong>of</strong> HSLU<br />

Mission and strategy<br />

The Fachstelle Neue Lernmedien is a service and competence centre <strong>of</strong>fering services and tools for planning,<br />

implementation and use <strong>of</strong> computer supported teaching and learning, aiming at consolidating and expanding elearning<br />

as an inherent part <strong>of</strong> teaching.<br />

The orientation <strong>of</strong> <strong>the</strong> CCSP’s activities corresponds to <strong>the</strong> target goals, an elearning strategy exists since August 2005<br />

(it will be revised in 2008), <strong>the</strong> departments have autonomy but all use <strong>the</strong> centralised elearning platform, including <strong>the</strong><br />

HSLU management. The elearning platform is strategically used for bachelor, master and fur<strong>the</strong>r education. Services<br />

are provided for collaborative work, blended learning, test, assessment, survey, and quality assurance.<br />

Activities<br />

SVC projects: 1 project 3 rd series (Unterstützung von Modulen in Grundlagenfächern durch E-Learning) as leading<br />

house – this project is also used for creating and implementing tools that can be used in o<strong>the</strong>r projects as well.<br />

Support and o<strong>the</strong>r activities besides SVC projects for in-house clients and industry partners:<br />

• Consulting: conception, management and production <strong>of</strong> blended learning arrangements; organisation and tutoring<br />

<strong>of</strong> elearning courses; implementation <strong>of</strong> elearning platform services<br />

• Training: Technical and didactical support as well as training for use <strong>of</strong> technology based media<br />

• Support: Help desk for teachers, course administrators and students<br />

• Platform services: administration and operation <strong>of</strong> <strong>the</strong> platforms ILIAS, MediaWiki, WordPress and EvaSys (~6’000<br />

active user accounts, ~200,000 objects accessible online)<br />

• S<strong>of</strong>tware development: enhancements for ILIAS (MediaWiki integration, WebDAV access, Evento interface,<br />

usability improvements); tools for content production and interchange<br />

• Content production: online tutorials and tests, animations and simulations, audio and video sequences<br />

Competences: content production based on open standards and technologies (SCORM, QTI, Moodle GIFT, Flash,<br />

Java, PHP, etc.); content tailoring for mobile devices; interactive visualisations <strong>of</strong> s<strong>of</strong>tware engineering concepts and<br />

financial models, active participation in ILIAS open source community.<br />

Resources<br />

3 collaborators at <strong>the</strong> Fachstelle Neue Lernmedien: 1 leader (engineer FH, postgraduate diploma in education), 1<br />

administration and development ILIAS platform (B.A. in business IT), 1 research and development (cand. M.A. in<br />

educational technology), five elearning delegates at <strong>the</strong> five departments (each at 10%), collaboration with Fachstelle<br />

Hochschuldidaktik for a total <strong>of</strong> 3 FTE.<br />

Future perspectives<br />

Costs for <strong>the</strong> platform are paid by <strong>the</strong> departments. Services at bachelor level will be continued, a demand for elearning<br />

content and support for collaboration in fur<strong>the</strong>r education has been identified. Funding for 2008 is guaranteed, it is<br />

planned that <strong>the</strong> CCSP continues its existence with <strong>the</strong> same structures also afterwards. The CCSP seems well<br />

represented in <strong>the</strong> management structures <strong>of</strong> HSLU.<br />

Remarks and comments<br />

The CCSP has implemented an online wiki containing useful information on <strong>the</strong>ir services and tools as well as on<br />

elearning projects. It is very active in <strong>the</strong> technological development <strong>of</strong> ILIAS, but <strong>the</strong>re are some challenges due to <strong>the</strong><br />

fact that <strong>the</strong>y are early adopters in <strong>the</strong> ILIAS community with <strong>the</strong>ir idea to use ILIAS with a strong focus on collaboration.<br />

The organisational form (central service and network) seems to work well, and it seems that <strong>the</strong> use <strong>of</strong> elearning is<br />

steadily growing at <strong>the</strong> HSLU and its departments – although not at <strong>the</strong> same speed everywhere, <strong>the</strong> CCSP also seems<br />

to concentrate on <strong>the</strong> three major schools. The fact that HSLU is a merger <strong>of</strong> different pre-existing schools seems to<br />

create fewer problems than elsewhere.<br />
