SVC Final <strong>Evaluation</strong>. Background Report Lepori and Probst<br />
The response rate <strong>of</strong> <strong>the</strong> questionnaire has been extremely positive, especially for <strong>the</strong><br />
concluded projects. Overall, we received answers from 23 concluded projects out <strong>of</strong> 26 (88%)<br />
and from 80 ongoing projects out <strong>of</strong> 88 (91%).<br />
4) Phone or face-to-face interviews ei<strong>the</strong>r to <strong>the</strong> person in charge at <strong>the</strong> rectorate or to <strong>the</strong><br />
CCSP leaders in <strong>the</strong> different higher education institutions. These interviews focused mostly on<br />
<strong>the</strong> following items:<br />
• <strong>the</strong> strategy concerning elearning at <strong>the</strong> institutional level and <strong>the</strong> measures taken to<br />
implement it (instruments, organizational measures, funding);<br />
• <strong>the</strong> role and position <strong>of</strong> <strong>the</strong> CCSP and its future prospects after <strong>the</strong> end <strong>of</strong> <strong>the</strong> SVC<br />
programme;<br />
• <strong>the</strong> prospects for <strong>the</strong> maintenance and integration in <strong>the</strong> curricula <strong>of</strong> <strong>the</strong> SVC projects;<br />
and finally,<br />
• an overall evaluation <strong>of</strong> <strong>the</strong> whole programme, <strong>of</strong> its achievements and <strong>of</strong> its main<br />
shortcomings.<br />
The complete list <strong>of</strong> <strong>the</strong> interviewed people is given in <strong>the</strong> annex.<br />
5) A small number <strong>of</strong> interviews <strong>of</strong> people in <strong>the</strong> SVC programme itself focusing specifically on<br />
<strong>the</strong> functioning <strong>of</strong> <strong>the</strong> programme and its results (see <strong>the</strong> annex for <strong>the</strong> list <strong>of</strong> interviews).<br />
Finally, this report owes very much to <strong>the</strong> members <strong>of</strong> <strong>the</strong> evaluation accompanying group,<br />
which gave a large number <strong>of</strong> useful comments and inputs, as well as to <strong>the</strong> SVC steering<br />
committee. We would like to thank especially <strong>the</strong> SVC coordination team which provided us with<br />
information on SVC activities and copies <strong>of</strong> <strong>the</strong> monitoring dossiers; without <strong>the</strong>ir support, <strong>the</strong><br />
preparation <strong>of</strong> this report would not have been possible.<br />
