PacifiCorp – 2007 IRPChapter 2 – IRP Components, Planning Principles,Objectives, and ApproachTable 2.3 – Public Process Recommendations Implemented for the 2007 IRPPublic Process RecommendationDistribute model run results during thecourse of the IRP modeling phase ratherthan waiting to distribute them at the publicmeetings.Distribute appendices for review alongwith the main draft IRP document.Work to ensure that the participant base ismore evenly balanced as far as representationis concerned; issue personal invitationsto stakeholders as necessary.Send information out earlier to prepare formeetings.OutcomePacifiCorp distributed via e-mail a document packageto participants on October 4, 2006 with updatedCEM modeling results and other documentation, including an updated paper that describes the planningscenarios and associated input assumptions. The company also distributed a paper on candidateportfolio development on October 12, 2006 andFebruary 5, 2007.PacifiCorp distributed for review the draft appendicesto support the review of the main document.PacifiCorp expanded its meeting invitation andcontact list from about 80 individuals for the 2004IRP to 135 for the 2007 IRP. PacifiCorp also addeda video-conference site in Cheyenne, Wyoming, tofacilitate meeting attendance. This list expansionalso encompasses IRP meeting invitations to MEHCtransaction stakeholders per Commitment #48, describedin the next section.PacifiCorp maintains a policy of distributing meetinghandouts at least two days in advance of a meeting.Exceptions may occur due to the need for lastminutemanagement reviews of meeting materials.Only one of the 13 public meetings was impacted inthis way.Another PacifiCorp initiative was to front-load public meetings during the 2007 IRP scheduleand to focus those meetings on the more contentious, technical, or complex issues. This meetingplan was prompted by the company’s concern during the 2004 IRP process that critical stakeholderinput was provided well after the point where recommendations and concerns could beeasily addressed in the process. Based on the outcome of these meetings, the company found thefront-loading approach beneficial as an early sounding board for its proposed modeling assumptionsand approaches, and intends to build on this approach for the next IRP.MIDAMERICAN ENERGY HOLDINGS COMPANY IRP COMMITMENTSMEHC and PacifiCorp committed to continue to produce IRPs according to the schedule andCommission rules and orders at the time the transaction was in process.
