<strong>PacifiCorp</strong> – <strong>2007</strong> IRPChapter 2 – IRP Components, <strong>Plan</strong>ning Principles,Objectives, and ApproachTable 2.4 – MidAmerican/<strong>PacifiCorp</strong> Transaction Commitments Addressed in the IRPMEHCCommitmentNumber MEHC Commitment Description<strong>30</strong> <strong>PacifiCorp</strong> will continue to produce <strong>Integrated</strong><strong>Resource</strong> <strong>Plan</strong>s according to the then-currentschedule and the then-current Commission rulesand orders.48 IRP Stakeholder Process: <strong>PacifiCorp</strong> will providepublic notice and an invitation to encouragestakeholders to participate in the <strong>Integrated</strong> <strong>Resource</strong><strong>Plan</strong> (IRP) process. The IRP process willbe used to consider Commitments 34, 39, 40,41, 44, 52 and 53. <strong>PacifiCorp</strong> will hold IRPmeetings at locations or by using communicationstechnologies that encourage broad participation.34 Transmission Investment: MEHC and Pacifi-Corp have identified incremental transmissionprojects that enhance reliability, facilitate the receiptof renewable resources, or enable furthersystem optimization. Subject to permitting andthe availability of materials, equipment andrights-of-way, MEHC and <strong>PacifiCorp</strong> commit touse their best efforts to achieve the followingtransmission system infrastructure improvements:• Path C Upgrade (~$78 million) – IncreasePath C capacity by <strong>30</strong>0 MW (from S.E. Idahoto Northern Utah). The target completion datefor this project is 2010.• Mona - Oquirrh (~$196 million) – Increase theimport capability from Mona into the WasatchFront (from Wasatch Front South to WasatchFront North). This project would enhance theability to import power from new resourcesdelivered at or to Mona, and to import fromSouthern California by “wheeling” over theAdelanto DC tie. The target completion datefor this project is 2011.• Walla Walla - Yakima or Mid-C (~$88 million)– Establish a link between the “WallaWalla bubble” and the “Yakima bubble”How the Commitment is Addressedin the <strong>2007</strong> IRPThis plan complies with variousCommission rules and orders.Public notice for each <strong>Integrated</strong><strong>Resource</strong> <strong>Plan</strong>ning meeting wasprovided to stakeholders. For all<strong>Integrated</strong> <strong>Resource</strong> <strong>Plan</strong>ningmeetings, video conference facilitieswere made available in Portland,Oregon and Salt Lake City,Utah in addition to a telephonelink. Several of the meetings alsoincluded video conference facilitiesin Cheyenne, Wyoming. Considerationof commitments 34, 39, 40,41, 44, 52 and 53 are described below.Each of these three transmissionupgrades has been included in thecompany’s modeling. The Path Cupgrade is included as a plannedtransmission upgrade while theother two projects are options thatcan be selected by the CapacityExpansion Module.20
