<strong>PacifiCorp</strong> – <strong>2007</strong> IRPChapter 2 – IRP Components, <strong>Plan</strong>ning Principles,Objectives, and ApproachMEHCCommitmentNumber MEHC Commitment Descriptionand energy efficiency efforts. The study will becompleted within fifteen months after the closingon the transaction, and MEHC shareholderswill absorb the first $1 million of the costs of thestudy.<strong>PacifiCorp</strong> further commits to meeting its portionof the NWPPC’s energy efficiency targetsfor Oregon, Washington and Idaho, as long asthe targets can be achieved in a manner deemedcost-effective by the affected states.In addition, MEHC and <strong>PacifiCorp</strong> commit that<strong>PacifiCorp</strong> and MEC will annually collaborateto identify any incremental programs that mightbe cost-effective for <strong>PacifiCorp</strong> customers. TheCommission will be notified of any additionalcost-effective programs that are identified.52 Upon closing, MEHC and <strong>PacifiCorp</strong> commit toimmediately evaluate increasing the generationcapacity of the Blundell geothermal facility bythe amount determined to be cost-effective.Such evaluation shall be summarized in a reportand filed with the Commission concurrent withthe filing of <strong>PacifiCorp</strong>’s next IRP. This incrementalamount is expected to be at least 11 MWand may be as much as 100 MW. All cost effectiveincreases in Blundell capacity, completedbefore January 1, 2015, should be counted towardsatisfaction of <strong>PacifiCorp</strong>’s 1,400 MW renewableenergy goal, in an amount equal to thecapacity of geothermal energy actually added atthe plant.53 MEHC or <strong>PacifiCorp</strong> commit to commence assoon as practical after close of the transaction asystem impact study to examine the feasibilityof constructing transmission facilities from theJim Bridger generating facilities to Miners Substationin Wyoming. Upon receipt of the resultsof the system impact study, MEHC or Pacifi-Corp will review and discuss with stakeholdersthe desirability and economic feasibility of performinga subsequent facilities study for theBridger to Miners transmission project.How the Commitment is Addressedin the <strong>2007</strong> IRPA report describing the Blundellevaluation was filed in March <strong>2007</strong>with all six states.This commitment was completedby the company on August 23,2006. The Miners substation to JimBridger transmission upgrade is includedas an option in the <strong>2007</strong> <strong>Integrated</strong><strong>Resource</strong> <strong>Plan</strong>ning analysis.23
