<strong>PacifiCorp</strong> – <strong>2007</strong> IRPChapter 2 – IRP Components, <strong>Plan</strong>ning Principles,Objectives, and ApproachMEHCCommitmentNumberMEHC Commitment DescriptionMEHC and <strong>PacifiCorp</strong> expect that the commitmentto build the Walla-Walla and Path Ctransmission lines will facilitate up to 400 MWof renewable resource projects with an expectedin-service date of 2010.MEHC and <strong>PacifiCorp</strong> commit to actively workwith developers to identify other transmissionimprovements that can facilitate the delivery ofcost-effective wind energy in <strong>PacifiCorp</strong>’s servicearea.In addition, MEHC and <strong>PacifiCorp</strong> commit towork constructively with states to implement renewableenergy action plans so as to enable<strong>PacifiCorp</strong> to achieve at least 1,400 MW ofcost-effective renewable energy resources by2015. Such renewable energy resources are notlimited to wind energy resources.41 MEHC supports and affirms <strong>PacifiCorp</strong>’s commitmentto consider utilization of advancedcoal-fuel technology such as super-critical orIGCC technology when adding coal-fueled generation.44 MEHC and <strong>PacifiCorp</strong> commit to conducting acompany-defined third-party market potentialstudy of additional DSM and energy efficiencyopportunities within <strong>PacifiCorp</strong>’s service areas.The objective of the study will be to identifyopportunities not yet identified by the companyand, if and where possible, to recommend programsor actions to pursue those opportunitiesfound to be cost-effective. The study will focuson opportunities for deliverable DSM and energyefficiency resources rather than technicalpotentials that may not be attainable throughDSM and energy efficiency efforts. On-site solarand combined heat and power programs maybe considered in the study. During the threemonthperiod following the close of the transaction,MEHC and <strong>PacifiCorp</strong> will consult withDSM advisory groups and other interested partiesto define the proper scope of the study. Thefindings of the study will be reported back toDSM advisory groups, commission staffs, andother interested stakeholders and will be used bythe Company in helping to direct ongoing DSMHow the Commitment is Addressedin the <strong>2007</strong> IRPreport.The company has included severaltransmission upgrades in <strong>2007</strong> <strong>Integrated</strong><strong>Resource</strong> <strong>Plan</strong>ning analysesthat can facilitate additional renewableresource development. ARenewables Action <strong>Plan</strong> to achieveat least 1,400 megawatts of costeffectiverenewable energy resourceby 2015 was filed concurrentlywith the <strong>2007</strong> IRP.IGCC technology is included as aresource option in the <strong>2007</strong> <strong>Integrated</strong><strong>Resource</strong> <strong>Plan</strong>ning process.Chapter 5 details various clean coalproject activities, including thejoint Wyoming Infrastructure Authority/<strong>PacifiCorp</strong>IGCC project.The demand side management potentialstudy is underway and isexpected to be completed onschedule. The results of the studywill be used to inform future <strong>Integrated</strong><strong>Resource</strong> <strong>Plan</strong>s.22
