- 101 -Landscaping of the development shall be designed to achieve thefollowing objectives:----to provide dense landscaping around the perimeter of thesite to present a visual screen in order to enhance privacyand to act as a barrier to noise, fumes, wind and carheadlights;to screen clothes drying areas and visitor parking areas;to provide selective planting between individual sites tomaintain the privacy of each site;- to provide planting along the internal roadways toaesthetically complement the development and break up thestarkness of rows of vans; and-to aesthetically complement any buildings or structureserected on site.(vi) Internal Access Roads, Pedestrian Pathways and Car ParkingInternal roadways shall:-- be not less than 10 metres in width of which a minimum of6 metres in width shall be sealed for two-way traffk flowand a minimum of 4.5 metres in width shall be sealed forone-way traffic flow. The <strong>Council</strong> may, at its discretion,require additional roadway widths where it considers thatsuch additional widths are warranted by the anticipatedvolume of traffic;-----provide all-weather access to each individual caravan,relocatable home or cabin site;be adapted to the topography of the site to ensure adequatedrainage and the elimination of excessive grades;be designed to pedt adequate visibility for vehiclesentering, leaving and manoeuvring within the site and foreasy turning by vehicles towing caravans;provide, where the <strong>Council</strong> deems necessary, for a turningarea at the end of major roads and cul-de-sacs, such thatservice and emergency vehicles may complete a 180" turnin one manoeuvre. At the discretion of the <strong>Council</strong>, the useof T cul-de-sacs may be permitted to accommodate turningmanoeuvres at the ends of minor roads; andbe constructed with a flexible or other pavement surfacedwith a bituminous seal coat, asphaltic, other concrete orother approved material, maintained at all times to goodengineering standards to the satisfaction of the CityEngineer.Speed restriction devices and concrete edging or kerb andchannelling shall also be provided to the satisfaction of the CityEngineer.Adequate provision shall be made for the carrying off anddisposal of surface waters within the caravan park to thesatisfaction of the City Engineer and the Chief Health Surveyor.
