- 104-- a kiosk; and(ix) Mi iscellaneous.- public telephonesThe precise location, number and size of the facilities shall be asdetermined by the <strong>Council</strong> having regard to the nature of theparticular development and the availability of existing facilities inthe area.The <strong>Council</strong> may, at its discretion, dispense with or modify therequirements to provide these facilities in instances where thereare, in the opinion of the <strong>Council</strong>, suitable existing facilities withadequate spare capacity within a walking distance of 800 metresof the development. All additional facilities shall be designed tocomplement the amenity of the development and surroundinglocality with allowance being made for additional screen plantingand fencing where deemed necessary by the <strong>Council</strong>.All communal facilities shall be located and designed as not toadversely affect the amenity of nearby residential sites bothwithin and external to the Caravan Park or Mobile Home Park.Each site within a Caravan Park or Mobile Home Park shall beclearly delineated on the ground.All sites shall be suitably numbered and each number shall beprominently displayed on the site..Concrete pads for the stationing of a caravan or mobile home andthe erection of an annexe shall be provided on every site within acaravan park provided that the <strong>Council</strong> may waive thisrequirement for the erection of a mobile home and for theprovision of annexe slabs for approved sites designed for campervehicles and similar units, camper trailers and on-site vanswithout annexes.Each caravan parking bay shall be provided with concretemooring blocks having holding rings embedded in them, andcables with turn-buckles for the anchoring of a caravan, to thesatisfaction of the <strong>Council</strong>.Noise shall be controlled within the Caravan Park or MobileHome Park so that no nuisance is caused to persons beyond theboundaries of the Caravan Park or Mobile Home Park. Noamplified noise system shall be installed or permitted to be used.A permanent manager's residence shall be established within theCaravan Park or Mobile Home Park to supervise, at all times, theoperation of the Caravan Park or Mobile Home Park and to ensurecompliance with the <strong>Council</strong>'s requirements..Provision shall be made for the storage and removal of refuse inaccordance to the satisfaction of the Chief Health Surveyor.Facilities the storage and removal of rehse shall also be locatedand screened to the satisfaction the City Planner and Chief HealthSurveyor.All external lighting including advertising shall be designed andmaintained so that it does not affect the amenity of the occupantsof the development as well as other nearby residents.
