- 69 -(9)reinforced concrete industrial crossings at points of vehicular ingress andegress to the site across the full width of the footpath;(h)4.2.2 Drainagea bicycle path, where required.Stormwater drainage from roofed and sealed areas shall be discharged to a pointwhere it may be lawfully discharged without nuisance or annoyance to otherlandowners.Any external catchments discharging to the subject land shall be accepted andaccommodated within the stormwater drainage system for the development.The development shall not cause ponding of stormwater on adjoining land orroads.Any drainage from the site shall be managed in accordance with <strong>Council</strong>’sErosion and Sediment Control Guidelines and <strong>Council</strong>’s Drainage Waterwaymanagement Plan Best Practice Guidelines.4.2.3Water Supply and Sewerage ServicesThe development shall be connected to a reticulated water supply and seweragesystem at full cost to the owner or developer of the site.4.2.4 Refuse Storage and RemovalProvision shall be made for the storage and removal of refuse in accordance withthe Refuse Management Regulations and to the satisfaction of the Chief HealthSurveyor. The facilities for the storage and removal of refuse shall be located andscreened to the satisfaction of the City Planner and the Chief Health Surveyor.4.2.5 Design and ConstructionWorks required by virtue of this <strong>Planning</strong> <strong>Scheme</strong> and of any condition ofapproval for development shall be constructed to the satisfaction of the CityEngineer in accordance with designs approved by the City Engineer prior to thecommencement of construction.4.2.6 DispensationsNotwithstanding the requirements outlined above, the <strong>Council</strong> may dispense withor modify any or all of the requirements if it considers that such dispensation ormodification is justified and, in the public interest, having regard to :-(4(b)(c)(d)(el(0whether a part only of the site is to be developed;whether development constitutes an extension to existing premises;the extent of the road frontage relative to the area of the site;the programme of worlcs of the <strong>Council</strong> or of the Department ofTransport relative to the obligations of the owner or the developer of thesite;the nature of the road fronting the site;whether the proposed use is of a minor nature.
