- 90 -low income earners;welfare recipients;the aged;- the disadvantaged; and/or- students,the premises shall be registered with <strong>Council</strong>'s Health Department andthe permanent on-site manager shall maintain a register of residentsand rent levels. The register shall be made available to <strong>Council</strong>Officers for inspection upon request.(vii) Specific provisions relating to Single Room Occupancy include :Minimum Site Area of 1000mZ.The manager shall live on site permanently and every singleroom shall be serviced on a regular weekly basis.A secured storage area shall be provided within the developmentfor the storage of personal effects of residents. Storage shall beprovided at the rate of lm3 for each single room.*Outdoor recreation space shall be provided at the rate of 5mz persingle room. The outdoor recreation space shall be provided inone area, of a regular shape, and shall be readily accessible to allresidents of the development. The outdoor recreation spaceshall be landscaped in accordance with a professionally preparedlandscape plan.<strong>Council</strong>, at its discretion, may permit 20% of the total number ofsingle rooms to accommodate two persons, provided thedevelopment complies with DCP 1 "Residential Densities" andprovided the rooms to be so used are clearly identified on theconcept plds and the subsequent building plds submitted atBuilding Application stage.The preferred location for the establishment of Single RoomOccupancy development is :- in commercial areas in close proximity to the CentralBusiness District and other commercial nodes;- in commercial areas in close proximity to public transportroutes and other public facilities.(viii) Single Room Occupancy Development will not be supported in wellestablished residential areas with a high level of residential amenity.4.6.7 Caretaker's Residence(a)Premises shall not be erected or used for the purpose of a caretaker'sresidence unless the following requirements have been satisfied :-(i)(ii)Each caretaker's residence shall have an unroofed outdoor recreationarea with a minimum of 50m2, for the use of the occupants andprovided in a location approved by the City Planner.The outdoor recreation area is not required to be located on groundlevel, provided that the outdoor recreation area is considered readilyaccessible to the caretaker's residence to the satisfaction of the CityPlanner.
