- 129-+ Provide detailed guidance to <strong>Council</strong> Officers in planning and assessingdevelopment and in providing pre-lodgement advice to developers.+Provide advice on the developer contribution for public park land for thecatchment, including preferred sites and quantum of monetary contribution.Detail on the process of preparing LAOSMP is contained in the report titled “LocalArea Open Space Management Plans” <strong>Cairns</strong> City <strong>Council</strong> ( April 1999).A full review of all LAOSMF’ shall be carried out every six years or at a lesser periodas identified by <strong>Council</strong>. Annual reviews of the financial basis for the contributionamounts described in each LAOSMF’ will be undertaken by <strong>Council</strong> to ensure ratesremain relevant to the real cost of acquiring land for public parks.The six yearly reviews will include but are not limited to, consideration of thefollowing:change in value of works due to increase in materials, land and labour costsupdate of new planning studiesworks completedproposed new worksrevisions to works programsprogress in the development of the open space system including public parkschanges in <strong>Council</strong>’s open space and park planning objectives.Cost of land to be acquired for public parks5.12.4 Development contribution for public park landThe community has a recognised a need for public park land, which provides a rangeof recreational opportunities and visual amenity at local, district and metropolitanlevels. Public parks are part of a city wide open space system.<strong>Council</strong> intends to ensure that sufticient, conveniently located and suitable qualitypark is provided to meet the needs of the community. To achieve this and to ensurethat parkland is available for communities when need arises, <strong>Council</strong> may require acontribution from developers as a condition of any application for reconfiguration ofa lot (subdivision) ’.The need for parkland arises from a range of development activities. New urban andresidential areas need park land for recreation and sport and as part of an open spacesystem that enhances the local environment. Commercial areas need parks for casualuse by staff, shoppers and visitors as well as to beautify the commercial area.Industrial areas need parks for the use of workers and to provide relief from theindustrial landscape.Redevelopment and renewal of areas, particularly where residential densities arebeing increased creates need for upgrading of existing parkland or additional land. Insome cases additional land is not feasible and therefore facilities have to be improvedto cope with demand generated by the proposed development.While operating under the transitionalscheme.
