pcbs: white-collar crime 23nately, they are resistant <strong>to</strong> natural biological decay <strong>and</strong> they accumulate inthe living tissue through the entire food chain.“PCBs have contaminated the whole planet, from the Arctic <strong>to</strong> theAntarctic, <strong>and</strong> regular exposure can lead <strong>to</strong> cancer, namely, liver, pancreatic,intestinal, breast, lung, <strong>and</strong> brain cancer, cardiovascular disease, hypertension,diabetes, immune deficiency, thyroid disorders, sexual hormone imbalances,reproductive problems, <strong>and</strong> serious neurological disturbances, because somePCBs belong <strong>to</strong> the dioxin family.”He went on <strong>to</strong> explain that PCBs are biphenyl molecules in which one ormore of the ten hydrogen a<strong>to</strong>ms are replaced by chlorine a<strong>to</strong>ms. <strong>The</strong>re are209 possible combinations, <strong>and</strong> hence 209 different PCBs, known as congenericPCBs, the <strong>to</strong>xicity of which varies depending on the location <strong>and</strong>number of chlorine a<strong>to</strong>ms in the molecule.Writing these lines reminded me of an article in Le Nouvel Observateur ofAugust 23, 2007, which, following Le Monde, Libération, <strong>and</strong> Le Figaro, reportedon what Le Dauphiné libéré had called a “French Chernobyl.” 7 According<strong>to</strong> the weekly, “<strong>The</strong> Rhône is polluted <strong>to</strong> its mouth. It contains levels ofPCBs that are five <strong>to</strong> twelve times above European health norms!* Analysis afteranalysis, orders from the prefects came down like guillotines: the ban onthe consumption of fish, decreed first north of Lyon <strong>and</strong> then applied as faras Drôme <strong>and</strong> Ardèche, was extended on August 7 <strong>to</strong> the departments ofVaucluse, Gard, <strong>and</strong> Bouches-du-Rhône. It may soon reach the Camarguemarshes, which are fed by water from the river, <strong>and</strong> even coastal fishing in theMediterranean <strong>and</strong> the harvesting of shellfish <strong>and</strong> crustaceans near the coast.”<strong>The</strong> alarm was raised fortui<strong>to</strong>usly by a professional fisherman who was thevictim of his own good faith. “In late 2004, dead birds were found upstreamfrom Lyon,” he explained <strong>to</strong> a journalist. “While they were being analyzed, asa precautionary measure, the veterinary services prohibited all consumptionof fish. It was only a case of strictly avian botulism, but no one wanted myfish afterward. I asked for complete analyses <strong>to</strong> prove that they were good.And bingo! <strong>The</strong>y were stuffed with PCBs!”Since then, government services have been struggling <strong>to</strong> determine theorigin of the <strong>pollution</strong> that is said <strong>to</strong> have affected hundreds of thous<strong>and</strong>s of<strong>to</strong>ns of sediment in the Rhône.
