4.17.24.17.2 EXPANDED UMATILLA HATCHERY(Fund, upon Council Approval>'03(f)(l)(A) [Abstract] BPA shall fund the construction of a facility totest the efficacy of oxygen supplementation hatchery techniquesto produce up to 290,000 pounds of summer steelhead <strong>and</strong> chinooksalmon smolts. These smolts shall be for release in theUmatilla juvenile release <strong>and</strong> adult collection holdingfacilities <strong>and</strong> for outplanting in the upper Umatilla River toenhance natural <strong>and</strong> hatchery production. Prior to constructionof this facility, the ODFW <strong>and</strong> the CTUIR will develop a facilitymaster plan for Council approval.ACTION ITEM ACTIVITY SUMMARY:Objectives:To provide an improved contribution of anadromous <strong>fish</strong> productionfrom the Umatilla River to the Columbia River Basin.Background <strong>and</strong> Progress to Date:Plans:The facilities are to produce 290,000 pounds of salmon <strong>and</strong> steelheadjuveniles for release in the Umatilla Sub<strong>basin</strong> to enhance natural <strong>and</strong>hatchery production. Hatchery production may also be used in othersub<strong>basin</strong>s. A secondary purpose of the hatchery is to demonstrateoxygen supplementation technology. BPA began funding hatchery designin FY 1986 <strong>and</strong> hatchery master planning in FY 1987. The CTUIR <strong>and</strong>ODFW have been conducting a release <strong>program</strong> using <strong>fish</strong> from otherhatcheries since 1982, <strong>and</strong> intend to continue until this hatchery isoperational. The final design was completed during 1988, <strong>and</strong> theMaster Plan was approved in October 1989. Agreement was reached in1988 that the hatchery will be operated by ODFW as a joint facilitywith Irrigon hatchery <strong>and</strong> that the Umatilla Tribes will beresponsible for preparing the <strong>annual</strong> operating plan.The final design estimates revealed that the hatchery will cost morethan originally expected. The cost increases are due to designevolution, delays in project implementation, changing site conditionsat the well, <strong>and</strong> water production shortfalls. Costs have risen about$4.0 million to total $12.0 million. Construction began inMarch 1990.When the hatchery is completed in 1991, BPA will fund its operation<strong>and</strong> maintenance. After completion, BPA also expects to evaluatehatchery effectiveness. Planning for satellite facilities will beginin FY 1990, with the need to have one or two additional chinook adultholding facilities on line before the mid-1990s.101
