V, FISH AND WILDLIFE DIVISION ORGANIZATION AND STAFFThe Division of Fish and Wildlife develops, coordinates, and manages BPA'sFish and Wildlife Program pursuant to the requirements of the PacificNorthwest Power Planning and Conservation Act (Act>. The Division wasreorganized under BPA's Most Efficient Organization concept in late 1987. Asa result, the functions of the Division's branches and sections wereredefined. Figure 1 contains a current organization chart for the Division.Branch and section titles and functions are as follows:Fisheries Integration BranchThis Branch reviews and analyzes proposed BPA policies programs, and plansfor their consistency with BPA's fish and wildlife obligations under the Actand recommends standards, criteria, policy, or procedures necessary to ensureequitable treatment of fish and wildlife in BPA's decision making process;evaluates hydroelectric operations for fish and wildlife impacts and needs andrecommends balanced operations; reviews and analyzes policies, programs,plans, and legislation of external entities to determine their impact on BPA'sFish and Wildlife Program; represents and integrates the biological and Fishand Wildlife Program requirements into the development of agency policy,programs, and plans; and develops and administers research and monitoringcontracts directed at resolving fish passage problems at hydroelectricfacilities. The Branch represents BPA on the Reservoir Mortality and WaterBudget Effectiveness Technical Work Group and manages BPA's implementation ofmajor sections of the Program.Biological Planning BranchThis Branch provides biological/technical expertise to the Division forplanning for and implementing the Program. It prepares and monitors the Fishand Wildlife Program budget; develops and maintains the Division's ProgramManagement Information System (PMIS); develops annual implementation workplans; provides cost-effectiveness analysis and determination for fundingactions; develops and maintains the fish and wildlife mitigation accountingrecords; represents BPA on technical planning work groups established by theCouncil and the CBFWA; and manages BPA's implementation of major sections ofthe Program.Program Planning SectionThe Program Planning Section oversees and provides BPA's representativeto: Council TWGs addressing supplementation of wild fish with hatcheryfish, System and Subbasin Planning, and System Monitoring and Evaluation.It oversees and coordinates the Implementation Planning Process anddevelops the Annual Implementation Work Plan. It oversees implementationof areas of the Program dealing with natural production of salmon andsteelhead. It develops methods for and oversees the application ofcost-effectiveness criteria in the selection of activities to beimplemented by BPA and develops and maintains BPA's fish and wildlifemitigation accounting records.27
