V, FISH AND WILDLIFE DIVISION ORGANIZATION AND STAFFThe Division of Fish <strong>and</strong> Wildlife develops, coordinates, <strong>and</strong> manages BPA'sFish <strong>and</strong> Wildlife Program pursuant to the requirements of the PacificNorthwest Power Planning <strong>and</strong> Conservation Act (Act>. The Division wasreorganized under BPA's Most Efficient Organization concept in late 1987. Asa result, the functions of the Division's branches <strong>and</strong> sections wereredefined. Figure 1 contains a current organization chart for the Division.Branch <strong>and</strong> section titles <strong>and</strong> functions are as follows:Fisheries Integration BranchThis Branch reviews <strong>and</strong> analyzes proposed BPA policies <strong>program</strong>s, <strong>and</strong> plansfor their consistency with BPA's <strong>fish</strong> <strong>and</strong> <strong>wildlife</strong> obligations under the Act<strong>and</strong> recommends st<strong>and</strong>ards, criteria, policy, or procedures necessary to ensureequitable treatment of <strong>fish</strong> <strong>and</strong> <strong>wildlife</strong> in BPA's decision making process;evaluates hydroelectric operations for <strong>fish</strong> <strong>and</strong> <strong>wildlife</strong> impacts <strong>and</strong> needs <strong>and</strong>recommends balanced operations; reviews <strong>and</strong> analyzes policies, <strong>program</strong>s,plans, <strong>and</strong> legislation of external entities to determine their impact on BPA'sFish <strong>and</strong> Wildlife Program; represents <strong>and</strong> integrates the biological <strong>and</strong> Fish<strong>and</strong> Wildlife Program requirements into the development of agency policy,<strong>program</strong>s, <strong>and</strong> plans; <strong>and</strong> develops <strong>and</strong> administers research <strong>and</strong> monitoringcontracts directed at resolving <strong>fish</strong> passage problems at hydroelectricfacilities. The Branch represents BPA on the Reservoir Mortality <strong>and</strong> WaterBudget Effectiveness Technical Work Group <strong>and</strong> manages BPA's implementation ofmajor sections of the Program.Biological Planning BranchThis Branch provides biological/technical expertise to the Division forplanning for <strong>and</strong> implementing the Program. It prepares <strong>and</strong> monitors the Fish<strong>and</strong> Wildlife Program budget; develops <strong>and</strong> maintains the Division's ProgramManagement Information System (PMIS); develops <strong>annual</strong> implementation workplans; provides cost-effectiveness analysis <strong>and</strong> determination for fundingactions; develops <strong>and</strong> maintains the <strong>fish</strong> <strong>and</strong> <strong>wildlife</strong> mitigation accountingrecords; represents BPA on technical planning work groups established by theCouncil <strong>and</strong> the CBFWA; <strong>and</strong> manages BPA's implementation of major sections ofthe Program.Program Planning SectionThe Program Planning Section oversees <strong>and</strong> provides BPA's representativeto: Council TWGs addressing supplementation of wild <strong>fish</strong> with hatchery<strong>fish</strong>, System <strong>and</strong> Sub<strong>basin</strong> Planning, <strong>and</strong> System Monitoring <strong>and</strong> Evaluation.It oversees <strong>and</strong> coordinates the Implementation Planning Process <strong>and</strong>develops the Annual Implementation Work Plan. It oversees implementationof areas of the Program dealing with natural production of salmon <strong>and</strong>steelhead. It develops methods for <strong>and</strong> oversees the application ofcost-effectiveness criteria in the selection of activities to beimplemented by BPA <strong>and</strong> develops <strong>and</strong> maintains BPA's <strong>fish</strong> <strong>and</strong> <strong>wildlife</strong>mitigation accounting records.27
