ReportExpenditures by Measure.>1203(a,c,d)[Abstract] These measures describe Program implementation byFederal project operators and regulators and BPA, consultationand coordination, and BPA funding of the Program.ACTION ITEM ACTIVITY SUMMARY:Objectives:The Annual Implementation Work Plan (AIWP) for FY 1990 describes BPAplans for implementation of the Council's Program and, in particular,the Action Plan. The AIWP is intended to contain:1. A report on progress to date on each Action Item.2. A description of the activities to be undertaken under eachAction Item, including;Background and Proqress to Date:Plans:a. the objective of each activity, andb. the schedule for each activity, including kevdecision po nts and major milestones.Annually since FY 1986, BPA has completed a Program Work Plan andsubmitted this plan to the Coun Cil.In 1987, BPA began developing aProgram Implementation PlanningProcess (IPP) that would provide an opportunity for the agencies,Tribes, and other interested parties to become more involved inplanning the implementation of the Program. Development of thisprocess was completed in 1988, and the IPP (see Section III) wasendorsed by the BPA Administrator and the Chairman of the CBFWA onOctober 19, 1988. The IPP's Policy Review Group (PRG) was formed inlate 1988. In January 1989, the PRG began providing BPA with policyand funding recommendations related to Program implementation. TheAIWP is based on the outline developed by the PRG during Step 1 ofthe annual IPP annual cycle.The AIWP will continue to be developed through the IPP.2 5 5
