Bioloqical Research SectionThis Section provides biological technical expertise necessary to assistthe Division's development of the Program Annual Implementation Work Plan<strong>and</strong> <strong>annual</strong> budget planning documents <strong>and</strong> to assist in the implementationof complex major projects; serves as BPA's representative to the Council'sHatchery Effectiveness Technical Work Group (HETWG) <strong>and</strong> Fish DiseaseTechnical Work Group (FDTWG); develops scopes of work <strong>and</strong> oversees theprocurement of projects identified in the <strong>annual</strong> Work Plan; <strong>and</strong> serves asCOTR for subsequent contracts. It oversees areas of the Programaddressing artificial production (including <strong>fish</strong> health) of salmon <strong>and</strong>steelhead, resident <strong>fish</strong>, <strong>and</strong> <strong>wildlife</strong> <strong>and</strong> develops <strong>and</strong> maintains theDivision's official contract <strong>and</strong> project files.Project Management BranchThe Project Management Branch manages the implementation of <strong>fish</strong> <strong>and</strong> <strong>wildlife</strong>development projects of the Program; provides comprehensive oversight <strong>and</strong>management of such projects appropriate to their cost, policy precedents,political sensitivity, biological complexity, <strong>and</strong> associated controversy;formulates <strong>and</strong> directs the coordination efforts both within BPA <strong>and</strong> externallywith Federal <strong>and</strong> State agencies, Tribes, utility groups, <strong>and</strong> the public todefine, develop, <strong>and</strong> implement proposals; manages the development of thecomprehensive long-term operations <strong>and</strong> maintenance agreements attendant onsuch projects; <strong>and</strong> manages <strong>and</strong> directs the allocation of financial <strong>and</strong>personnel resources necessary to implement, operate, <strong>and</strong> maintain capital <strong>and</strong>expense projects.This Work Plan refers to four different personnel titles. It is helpful forthe reader to underst<strong>and</strong> the responsibilities <strong>and</strong> authorities of thesepositions, should questions or comments arise about BPA procurement, projects,or implementation. The positions are:PROJECT MANAGERIndividual assigned working responsibility for the coordinated <strong>and</strong> timelyimplementation of one or more "major" projects within the Program. AllProject Managers are assigned to the Project Management Branch.PROJECT BIOLOGISTBiologist who serves as the lead for all biologica1 activities related to amajor project.
