4.64.6 WATER EXCHANGE FOR UMATILLA RIVER(Support Beginning Spring 1987)(Report Evaluations: Annually)703(a>(17)[Abstract] BPA shall provide power or reimbursement for powercosts to USBR pumping plants designed to exchange Columbia Riverwater for Umatilla River water. The USBR must obtain consentfrom all affected water users <strong>and</strong> regulators <strong>and</strong> provideassurance to the Council that water exchanged to augmentstreamflows will be used to meet <strong>annual</strong> flow objectivesestablished by the ODFW <strong>and</strong> the CTUIR. The Oregon WaterResources Department (OWRD> will certify <strong>annual</strong>ly to the Councilthat the exchanged water will improve instream flows <strong>and</strong> willbenefit <strong>fish</strong>. The USBR shall fund state <strong>and</strong> tribal <strong>fish</strong> <strong>and</strong><strong>wildlife</strong> agency monitoring <strong>and</strong> evaluation studies to determinethe biological effectiveness of this measure.ACTION ITEM ACTIVITY SUMMARY:Objectives:To support instream flow enhancement efforts, which will increaseUmatilla anadromous <strong>fish</strong> production by improving passage <strong>and</strong> rearingconditions.Background <strong>and</strong> Progress to Date:Federal authorizing legislation prepared by project sponsors wasapproved in fall 1988. The Council amended the Program to providefor BPA funding of power costs associated with interim pumping. USBRwill h<strong>and</strong>le operation <strong>and</strong> maintenance, capital <strong>and</strong> evaluationactivities.Because the original Program language did not include interim pumping<strong>and</strong> because USBR pumping plants are still in the planning/designstage, no water exchanges under this Action Item took place untilSpring 1989. Through passage-assistance projects (Projects 87-409<strong>and</strong> 88-50) under Action Item 4.2, BPA had provided for pumping powerto operate existing West Extension Irrigation District (WEID) pumpsto increase flows below Three Mile Dam during spring <strong>and</strong> fall 1987<strong>and</strong> during spring <strong>and</strong> fall 1988.In June 1989, the USBR, with assistance from BPA, OWRD, ODFW, Tribes,<strong>and</strong> the Basin Steering Committee, finalized a <strong>basin</strong> work plan thatincluded the schedule for interim pumping <strong>and</strong> project completion <strong>and</strong>defined the scope of monitoring <strong>and</strong> evaluation activities. BPA <strong>and</strong>USBR entered into an Interim Pumping Agreement in 1990 to provide forthe transfer of funds for power costs associated with interimpumping.The first interim pumping under this Program measure tookplace in spring 1989. In spring 1990, USBR <strong>and</strong> BPA began planningfor power needs for the CRB.81
