HATCHERY EFFECTIVENESS----- IMPROVED HATCHERY EFFECTIVENESS(Former Action Item 34.23)703(e) [Abstract] Measure 703(e) concerns 'I Improved Propagation at ExistingFacilities" <strong>and</strong> gives priority to improving <strong>and</strong> re<strong>program</strong>mingpropagation at existing facilities, over construction of newfacilities. The measure includes: (1) research, development, <strong>and</strong>demonstration of improved husb<strong>and</strong>ry practices; (2) strategies for <strong>and</strong>rearing operations aimed at improved operating efficiencies ofhatcheries <strong>and</strong> increased adult returns; (3) genetic stock assessment;(4) improved <strong>fish</strong> health protection; <strong>and</strong> (5) developing sensitive <strong>and</strong>reliable indices of smolt quality <strong>and</strong> readiness to migrate.TECHNICAL SUBJECT ACTIVITY SUMMARY:Objectives:To identify <strong>and</strong> fund research, demonstration, or other projectsnecessary to accomplish improvements in the effectiveness of existinghatcheries.Background <strong>and</strong> Progress to Date:Plans:This section of the AIWP contains four improved hatcheryeffectiveness <strong>and</strong> <strong>fish</strong> health projects begun under former ProgramAction Item 34.23. In 1987, the Council amended the Program todelete Action Item 34.23 <strong>and</strong> form a Hatchery Effectiveness TechnicalWork Group (HETWG) <strong>and</strong> a Fish Disease Technical Work Group (FDTWG).These groups, composed of experts in hatchery effectiveness <strong>and</strong> fis 1health, developed Five-Year Research Work Plans to address thetechnical needs of the Hatchery Effectiveness_.<strong>and</strong> Fish DiseaseResearch Areas of Emphasis, Section 206(b)(l)(c), <strong>and</strong> Program Measure703(e). These plans are discussed under Action Item 6.1 in the AIWP.BPA continues to fund to completion those projects begun under formerAction Item 34.23. One of the currently funded projects isconducting research on infectious hematopoietic necrosis (IHN)virus. This disease was rated as one of the most important diseaseproblems by the FDTWG in its Work Plan. Other projects are pursuing<strong>fish</strong> nutrition research <strong>and</strong> identification of the Ceratomyxa Shastalife cycle. Construction of the Regional Fish Disease Laboratory wascompleted in June 1990.BPA plans to continue funding ongoing multiple-year projects begununder former Action Item 34.23, after reviewing their progress. Nonew projects will be initiated under Action Item 34.23, as it wasdeleted from the 1987 Program. (New <strong>and</strong> ongoing projects from theHETWG <strong>and</strong> FDTWG Five-Year Work Plans can be found under Action Item6.2 in the AIWP.)1 0 9
