4.1514.15.1 DESIGN AND CONSTRUCTION OF YAKIMA HATCHERY(Upon Council Approval, Fund Beginning in FY 1988)803(d)[Abstract] BPA shall fund the design <strong>and</strong> construction of a hatcheryfor salmon <strong>and</strong> steelhead enhancement in the Yakima River Basin <strong>and</strong>elsewhere as described in Section 503l(C)(2), 703(f'>(3>, <strong>and</strong>803(g)(3).ACTION ITEM ACTIVITY SUMMARY:Objectives:To construct a hatchery to protect wild stocks <strong>and</strong> to enhancedepressed stocks by using hatchery-reared <strong>fish</strong> to reseedunderutilized habitat. -Background <strong>and</strong> Progress to Date:Plans:BPA will fund the design, construction, operation,the Yakima outplanting facility. The facility will<strong>fish</strong>ery for the Yakima Indian Nation <strong>and</strong> for othersupplementing natural runs. In November 1987, thethe hatchery master plan, <strong>and</strong> BPA began predesign iPredesign was completed in April 1990.<strong>and</strong> maintenance ofenhance theharvesters byCouncil completedn November 1987.BPA will also fund several other related studies, including a studyto determine the feasibility of establishing anadromous <strong>fish</strong> runsabove Cle Elum Dam (Project 86-45). The results of this project willdirectly influence the size <strong>and</strong> production profile of the Yakimaoutplanting facility. Another study (Project 87-136) will determinethe applicability of acclimating fall chinook salmon in irrigationcanals prior to release. Additional studies will be initiated whendefined by the Hatchery experimental design task team. Theexperimental design team, a component of the Yakima HatcheryTechnical Work Group (TWG), will develop objectives for thesupplementation <strong>program</strong>. Projects will be identified by the TWG <strong>and</strong>implemented to answer questions resulting from the experimentaldesign. All projects are integral to the overallexperimental/supplementation <strong>program</strong> <strong>and</strong> should not be regarded asseparate or distinct studies.1. National Environmental Policy Act (NEPA> compliance for hatcheryconstruction was completed in April 1990.2.
