4.24.2 HABITAT AND PASSAGE IMPROVEMENT PROJECTS(Consult with Project Sponsors on Need; Complete by 1991)703(c)(l)[Abstract] BPA shall fund habitat <strong>and</strong> tributary passageprojects as provided in Action Item 4.2. Upon Council approvalof system plans provided for in Section 205, System Planning,BPA shall fund habitat <strong>and</strong> passage restoration or improvementmeasures in those plans, including those measures identified inthe plans that are listed in Appendix A Table: PlanningInventory of Enhancement Projects.ACTION ITEM ACTIVITY SUMMARY:Objectives:To consult with project sponsors to determine whether projects listedin Action Item 4.2 are needed in the immediate future; to completethem by 1991 if they are needed.Background <strong>and</strong> Progress to Date:On May 7, 1987, BPA sent a letter to all habitat <strong>and</strong> tributarypassage project sponsors to determine whether the listed projectswere needed in the immediate future. All project sponsors, exceptWashington Department of Fisheries (WDF), stated that their listedprojects were needed in the immediate future. WDF (June 2, 1987)recommended the following actions:Sub<strong>basin</strong> Project RecommendationYakima ---- Thorpe Mill Screen Hold(USBR Project)87-57 Old Reservation DelayCanal Screen86-65 Snipes/Allen Screen DelayA total of 35 habitat <strong>and</strong> tributary passage improvement projects arelisted in the AIWP, including 31 ongoing projects, one deferredproject, <strong>and</strong> three new projects. Due to the large number of projectsinvolved in the implementation of Program Measure 703(c)(l), thediversity of activities included, <strong>and</strong> BPA's continuous implementationsupport of habitat <strong>and</strong> passage projects, a table format was developed<strong>and</strong> used to review BPA implementation in the FY 1987 Work Plan. Thesame table format (Table 4) has been used'in the current AIWP forprojects started before FY 1991. New projects that start in FY 1991<strong>and</strong> future FYs will be described using the same format as is used inthe rest of the AIWP, with completed, ongoing, deferred, <strong>and</strong> newprojects described in separate tables.47
