4.16.1 - 4.16.24.16.1- NORTHEASTERN OREGON SPRING CHINOOK OUTPLANTING FACILITY4.16.2 (Fund Development of Master Plan in FY 1988 or Earlier; Upon CouncilApproval, Fund Design <strong>and</strong> Construction>703(f)(5)BPA shall fund planning, design, construction, operation <strong>and</strong>maintenance, <strong>and</strong> evaluation of artificial production facilitiesto raise salmon <strong>and</strong> steelhead for enhancement in the Hood,Umatilla, Walla Walla, Gr<strong>and</strong>e Ronde, <strong>and</strong> Imnaha <strong>river</strong>s inOregon. The artificial production facilities shall be used tosupplement natural production in these <strong>river</strong>s.ACTION ITEM ACTIVITY SUMMARY:Objectives:To fund Master Plan, design, <strong>and</strong> construction of the NortheasternOregon salmon <strong>and</strong> steelhead facilities.Background <strong>and</strong> Progress to Date:Plans:The measure provides for outplanting of about 2.3 million to 3.0million juveniles in the five Oregon <strong>river</strong>s identified in themeasure. The TWG has been organized <strong>and</strong> is assisting in thedevelopment of the hatchery Master Plan. The Master Plan mayidentify broader production needs in the <strong>basin</strong>, not all of whichwould be addressed by this project. BPA has budgeted forimplementation through 1994. Phase I of the Master Plan is complete<strong>and</strong> Phase II underway as of May 1990. 1990 field season will be usedto collect data for siting, conceptual design <strong>and</strong> genetic riskassessment.The Master Plan is scheduled to be completed in 1991. When theCouncil approves the master plan, BPA will proceed with environmentalwork, design, construction, operation, <strong>and</strong> monitoring of thefacilities.97
