8.138.13 DEVELOP MONITORING AND EVALUATION PROGRAM(In Consultation with Involved Parties, Develop aMonitoring and Evaluation Program)1003(c) Bonneville shall develop in consultation with the Council, the fishand wildlife agncies and tribes, utilities, and other interestedparties a comprehensive program to monitor and evaluate theeffectiveness of the wildlife program.ACTION ITEM ACTIVITY SUMMARY:Objectives:To develop and implement a program to monitor and evaluate wildlifeprojects funded by BPA.Background and Progress to Date:Plans:Projects:Wildlife mitigation to date has been limited to efforts for Libby andHungry Horse Dams in the State of Montana. Monitoring and evaluationof these activities are being undertaken through the Montana WildlifeMitigation Trust Agreement. Mitigation has not yet been initiatedfor facilities in Oregon, Idaho, and Washington. Monitoring andevaluation will be undertaken as part of the mitigation efforts inthese states.In FY 1991, BPA will initiate discussions with the Council, the fishand wildlife agencies and tribes utilities, and other interestedparties to begin scoping a wildlife monitoring and evaluationprogram.
